About this file
This is a Standard Form 30 Amendment of Solicitation (Amendment 001) issued by the Fish and Wildlife Service (FWS) SAT Team 1, with an effective date of March 6, 2026, for Solicitation No. 140FS126Q0042. The amendment updates the Statement of Work to reduce the project scope to three interpretive panels with a fourth optional panel contingent on additional funding availability. Contractors must provide updated quotes and/or GSA contract numbers by close of business July 21, 2026. Award will be made as a firm-fixed-price contract using the Trade-off Method, with evaluation factors weighted approximately equally to price: (1) technical capability of the vendor to meet Government requirements, and (2) past performance with no record of terminations for default. Quotes should be emailed to chelsea_devivo@ios.doi.gov, with a Period of Performance from August 1, 2026 through December 31, 2026.
The project involves the design, fabrication, and installation of low-angled interpretive trail signs for the Navy's Jim Creek Recreation Area in Snohomish County, Washington. The base bid requires three 36" x 24" contour-cut panels addressing specified themes: salmon habitat protection and connections to orcas and the Stillaguamish Tribe; Twin Lakes orientation with rules, trail information, and ecosystem details; and a pollinator garden panel featuring native plants and traditional tribal food species. The optional fourth panel focuses on old-growth forest and marbled murrelet habitat. Deliverables include concept design, final design, engineered and stamped construction drawings, fabrication using UV-stabilized all-weather material with 12-color high-density printing, threaded insert mounts with security bolts, edge treatment to prevent delamination, a minimum of three draft reviews (30/60/90) before finalization, an 8"x10" color laminate sample for approval, monthly status reports, high-resolution design files compliant with USFWS graphic standards, signed releases for all photographs and works used, and unlimited worldwide rights for all original elements. The contractor must coordinate post-award meetings, produce a detailed project schedule, and complete work by February 16, 2027 or earlier, with the Service allowing a two-week review period at major submittal milestones.

Statement of Work Interpretive Panels
At Jim Creek Recreation Area April 6, 2026
For Additional Information: contact Karen Ceballos, U.S. Fish and Wildlife Service,
(760) 917-8492.
Overview of Project: The project is to develop 3 interpretive signs for the Navy’s Jim Creek Recreation Area. Depending on budget availability, there is an optional 4th sign for which we need pricing for .
Overview of Site:
Naval Radio Station (Transmitter) Jim Creek is located in rural Snohomish County, Washington, in the western foothills of the Cascade Mountains. The installation is approximately 60 miles northeast of Seattle, and 12 miles (by road) east of the City of Arlington. The installation encompasses approximately 4,800 acres of largely undeveloped, forested area, as well as approximately 7 miles of Jim Creek, a tributary of the South Fork Stillaguamish River. Two significant tributaries to Jim Creek are also within the installation: Cub Creek (including the Twin Lakes basin) and Hatchery Creek, which has a substantial run of coho salmon. Additionally, NRS(T) Jim Creek is within the Usual and Accustomed (U&A) grounds and stations of the Stillaguamish Tribe.
While the primary purpose of NRS(T) Jim Creek is to operate a high-powered transmitting station for naval communications, only 980 acres is used for the operational area. Much of the remainder of the installation is operated by Morale, Welfare, and Recreation (MWR) as the Jim Creek Recreation Area, open to military members, veterans, civilian employees, and their families. MWR manages campgrounds, cabins, a lodge, picnic areas, playgrounds, trails for hiking and mountain biking (nearly 12 miles total), and other amenities. MWR provides recreational programs including fishing, boat rentals, bike rentals, other gear rentals, and special events.
From the early 1990s to the present, recreational use on the installation has increased from a few thousand to as many as 40,000 visitors annually. Visitor use fluctuates seasonally and is highest during the summer and on weekends and holidays. There can be 200-700 people on site daily in summer and fewer than five people daily during the winter (November to February). From ten to seventeen MWR employees work on the installation, with seasonal staff coming onboard from March to September.
General Requirements The purpose of this Statement of Work is to graphically design, illustrate, write and fabricate interpretive panels. Panels are to be designed, fabricated, and meet accessibility standards in accordance with USFWS standards.

4) Jim Creek can provide some specific wildlife and scenic high resolution digital photographs.
Visitor Experience Objectives:
Interpretive experience plan will be designed to meet the following objectives:
1. Welcome visitors to the recreational area and provide a sense of drama and interest that encourages visitors to explore further (stop and look at other signs).
2. Ensure visitors leave feeling refreshed, connected and satisfied with their experience.
3. Help visitors appreciate and care for the old-growth forest, lakes, and creeks/streams.
4. Make visitors aware of the variety of habitats and diversity of wildlife found in the recreation area.
5. Minimize the visitor impact to sensitive ecosystems.

Additional Interpretive Topic Suggestions for Jim Creek
Potential Interpretive Topics:
• Jim Creek is part of the greater Stillaguamish River watershed
• Jim Creek and Hatchery Creek provide spawning habitat for salmon
• Through a joint restoration effort between the Stillaguamish Tribe and the Navy, a native run of coho salmon was recovered, which is why the creek is called Hatchery Creek even though the fish rearing facility is now gone
• In the Fall, between November and January, you can see hundreds of salmon spawning in Hatchery Creek and Jim Creek
• Ten native fish species use Jim Creek (rainbow trout/steelhead, pink, coho, and chum salmon, torrent sculpin [Cottus rhotheus], longnose dace [Rhinichthys cataractae], coastal cutthroat trout [Oncorhynchus clarkii clarkii], western brook lamprey [Lampetra richardsoni], Salish sucker [Catostomus catostomus], and bull trout)
• Other native species that depend on Jim Creek: American dipper (bird), black-tailed deer, bald eagles (nest by creek on base), beaver, freshwater mussels, etc. Look out for harlequin ducks!
• What makes a healthy creek for salmon
• Don’t play in the creek – need to protect spawning habitat and prevent introduction of invasive species (e.g. zebra mussels)
• Healthy salmon equals healthy forest and ocean. Include connection to Puget Sound and orca whales.
• Salmon were/are important to the Stillaguamish Tribe for subsistence and cultural traditions
Potential list of species to highlight:
• Anodonta “floater” clams
• Potamogeton amplifolius (large-leaf pondweed) is one of the aquatic plants you can see underwater from the docks
• Nuphar polysepala (spatterdock) is one of the floating plants that people can easily identify (looks like lily pad)
• Comarum palustre (marsh cinquefoil)
• Menyanthes trifoliata (bog bean)
• Salish sucker
• MWR stocks rainbow trout. We use triploid (sterile) trout so that we protect the genetics of the local rainbow/steelhead downstream
• Marbled murrelet (nests around Twin Lakes)
• Trumpeter swans
• River otter
• Beaver
• Other waterfowl
