About this opportunity
The U.S. Army Corps of Engineers Louisville District is seeking design-build services for the Rough River Lake Axtel Wastewater Treatment Plant Replacement project in McDaniels, Kentucky. The procurement involves replacing an existing wastewater treatment system with a new septic system featuring advanced treatment capabilities, lift station, dosing station, and drip irrigation dispersal field capable of processing a maximum of 8,775 gallons per day. This solicitation is issued under existing Multiple Award Task Order Contracts (MATOC) to pre-qualified contractors supporting military construction and operations and maintenance programs for U.S. Army Reserves, U.S. Air Force Reserves, U.S. Air Force, and U.S. Army programs in the Southeast Region. Proposals will be evaluated based on low price, and contractors must submit detailed price proposals demonstrating compliance with binding rates from their existing contracts while providing evidence of design professional qualifications. The current proposal submission deadline is August 8, 2025, at 10:00 AM Eastern Time, following multiple amendments that extended the original June 26, 2025 deadline.
This procurement operates under NAICS code 221320 (Sewage Treatment Facilities) and is issued to seven specific MATOC contractors holding Indefinite Delivery Contracts numbered W912QR21D0049 through W912QR21D0055, including Billy W. Jarrett Construction Company, Butt Construction Company, and Howard W. Pence, Inc. The target ceiling for the task order award is $1,100,000, with the government unable to guarantee funds exceeding this amount, though the overall cost range is estimated between $1,000,000 and $5,000,000. The Price Breakout Schedule includes a base proposal for the wastewater treatment system design and construction, plus two optional bid items: Item A for constructing a control shelter and Item B for drip field soil (up to 100 times 10 cubic yards). Work will be performed at Falls of Rough, Kentucky, and contractors must obtain necessary permits including an Onsite Sewage Disposal System Permit from the Kentucky Department of Public Health. A mandatory site visit was conducted on June 26, 2025, and all contractors must maintain active registration in the System for Award Management (SAM) database.
