About this opportunity

The U.S. Army Corps of Engineers, Seattle District, is procuring crane rental services at Mud Mountain Dam in Enumclaw, Washington, specifically requiring a Liebherr LTR 1060 or similar telescopic crawler crane capable of lifting 100,000 pounds at 40 feet. The contractor must provide the crane with a qualified operator, rigger, and all necessary rigging gear to perform two distinct crane pick operations: installing three tunnel entrance stoplogs in July 2025 and removing the same stoplogs in October 2025. The project presents significant logistical challenges due to steep access roads that prevent large truck traversal, requiring careful equipment movement and the ability to transport counterweights on smaller vehicles. Safety compliance with EM 385-1-1 standards is mandatory, along with submission of a site-specific safety plan and Activity Hazard Analysis. The solicitation response deadline has been extended to June 18, 2025, at 12:00 PM, following amendments that clarified project requirements and provided additional details about the dual mobilization structure.

This opportunity is designated as a 100% small business set-aside under NAICS code 238990 (All Other Specialty Trade Contractors) with a size standard of $19,000,000. The contract involves handling three stoplogs of varying weights: the bottom stoplog weighing 80,000 pounds, the middle weighing 72,000 pounds, and the top weighing 52,000 pounds, all utilizing a government-provided lifting beam with a pneumatic cylinder pin release mechanism. Each mobilization is expected to require approximately 6-8 hours of on-site work, with the first pick scheduled for the week of July 14, 2025, and the second pick planned for the first or second week of October 2025. The contract period runs from July 1 through October 17, 2025, with payment structured as a lump sum covering mobilization, demobilization, equipment assembly, transportation, and removal. Work will be performed at the Mud Mountain Dam facility in Enumclaw, Washington, where contractors must navigate challenging terrain and coordinate closely with dam personnel who will operate the specialized lifting equipment.

REQUIREMENTS:
The U.S. Army Corps of Engineers, Mud Mountain Dam has a requirement for 2 total crane picks on the upstream face. We are seeking a properly sized (see below) crane with operator to install/ remove metal stop logs. Access to the location has a steep grade and will take time to traverse in and out. Counterweights can be installed at the top of the dam; however, any additional counterweights will need to be brought down on a smaller truck as a tractor trailer cannot traverse the grade and switch backs.

Photos are provided (see SOW attached) showing the stoplog lifting beam, access along the upstream side of the dam, and the location where the crane will operate. An additional photo shows a crane placing a stoplog.

Contractor to verify all weights and radiuses prior to mobilization. A full walk through of all the lifts will be required prior to mobilization to ensure appropriate equipment is mobilized.

Contractor will need to supply proper rigging gear to attach to the Govt’ provided lifting beam (shackles provided as seen in picture attached) at a weight of 104,00lbs (beam + largest stop log). Due to the inability to access the connection points, this beam is equipped with a pneumatic cylinder pin release mechanism and is required for all picks. Mud Mountain project personnel will operate this device.
