About this file
This document is a Standard Form 30 (SF-30) Amendment to Solicitation/Modification of Contract for a U.S. Army Corps of Engineers contract (W912DW25Q8004) related to crane rental services at Mud Mountain Dam. The amendment provides responses to three key questions about the crane rental, clarifying that the project involves two distinct mobilizations for stoplog installation and removal, with each mobilization lasting approximately 6-8 hours on-site.
The contract requires a Liebherr LTR1060 or similar telescopic crawler crane capable of lifting 100,000 lbs at 40' radius for two separate picks: one in July 2025 to install three tunnel entrance stoplogs, and another in October 2025 to remove the same stoplogs. The project specifies precise weight details for the stoplogs (bottom: 80,000 lbs, middle: 72,000 lbs, top: 52,000 lbs) and includes challenging logistical requirements such as traversing steep dam access roads and using a specific pneumatic cylinder pin release mechanism for lifting.

RESPONSES TO QUESTIONS
Q: Could you please confirm that the crane rental is not continuous between July 1 and October 17, but rather involves two distinct mobilizations and demobilizations—one for each pick?
A: Correct, this involves two distinct mobilizations and demobilizations for each pick.
Q: If known, could you advise approximately how long the crane will be in use during each mobilization?
A: Duration on site depends upon equipment type, assembly, traversing the switchbacks to the pick site, etc.
Previous picks ranged from 6-8 hours on-site.
Q: In the SOW 2025 it calls out a max weight of “104,00lbs (beam + largest stop log)”. Further down the page it specifically calls out a Liebherr LTR1060 or similar Telescopic Crawler capable of lifting 100,000lbs at 40’. We need to know if 104,000lbs is the max load + safety factor or if a gross capacity of 100k at 40’ is all that is required. Could you please advise which is required - 104,000# + safety factor OR if 100,000# lift capacity at 40' radius is all that is required?
A: Project confirmed that each stoplog weighs approximately 60,000-70,000 pounds, and the beam weighs approximately 10,000 pounds.
