About this file
This Statement of Work (SOW) details a crane rental requirement for the U.S. Army Corps of Engineers at Mud Mountain Dam in Enumclaw, Washington. The project involves two critical crane picks for installing and removing three tunnel entrance stoplogs on the R-3 intake, with specific equipment specifications requiring a Liebherr LTR 1060 or similar telescopic crawler crane capable of lifting 100,000 pounds at 40 feet. The stoplogs vary in weight from 52,000 to 80,000 pounds, and the work will be executed in two phases: installation during the week of July 14, 2025, and removal during the first or second week of October 2025.
The SOW emphasizes complex logistical challenges, including a steep access road that prevents large truck traversal and requires careful equipment movement. The contractor must provide an operator, rigger, and rigging gear, and will use a government-provided lifting beam with a pneumatic cylinder pin release mechanism. Safety requirements mandate compliance with EM 385-1-1 safety standards, submission of a site-specific safety plan, and completion of an Activity Hazard Analysis. The contract period runs from July 1 to October 17, 2025, with payment made as a lump sum for mobilization and demobilization, covering equipment assembly, transportation, and removal under the Contracting Officer's direction.

STATEMENT OF WORK
Mud Mountain Dam Stop Log Placement and Removal
(Equipment w/ Operator)
Enumclaw, WA
REQUIREMENTS:
The U.S. Army Corps of Engineers, Mud Mountain Dam has a requirement for 2 total crane picks on the upstream face. We are seeking a properly sized (see below) crane with operator to install/ remove metal stop logs. Access to the location has a steep grade and will take time to traverse in and out. Counterweights can be installed at the top of the dam; however, any additional counterweights will need to be brought down on a smaller truck as a tractor trailer cannot traverse the grade and switch backs. Photos are provided showing the stoplog lifting beam, access along the upstream side of the dam, and the location where the crane will operate. An additional photo shows a crane placing a stoplog.
Contractor to verify all weights and radiuses prior to mobilization. A full walk through of all the lifts will be required prior to mobilization to ensure appropriate equipment is mobilized.
Contractor will need to supply proper rigging gear to attach to the Govt’ provided lifting beam (shackles provided as seen in picture attached) at a weight of 104,00lbs (beam + largest stop log). Due to the inability to access the connection points, this beam is equipped with a pneumatic cylinder pin release mechanism and is required for all picks. Mud Mountain project personnel will operate this device.
