About this opportunity
The U.S. Army Corps of Engineers Philadelphia District is soliciting electrical upgrade services for the Beltzville Dam facility located in Lehighton, Pennsylvania. The procurement involves replacing obsolete electrical infrastructure including nine electrical distribution panels ranging from Three Phase 480V to Single Phase 120/208V systems, along with one 75KVA 480V Delta 208/120V Wye transformer at both the Administration Office and Intake Tower. The contractor must provide all equipment, labor, and materials while ensuring compliance with ANSI, NEMA, UL standards, and National Electrical Code regulations. The project is driven by safety concerns identified in a recent arc flash analysis and the increasing difficulty in procuring replacement components for the aging electrical systems. The evaluation will be based on fair and reasonable quotes from responsible offerors who meet or exceed the scope of work requirements. The original solicitation was posted on August 21, 2025, with Amendment 0002 extending the quote submission deadline from September 9 to September 16, 2025, at 2:00 PM.
This procurement is set aside as a Total Small Business opportunity under NAICS code 238210 with a size standard of $19 million, though the original solicitation documents also referenced it as a Women-Owned Small Business set-aside. No incumbent contractors are specifically identified in the available documentation. The contract structure includes three line items covering the Administration Building, Control Tower Floor 5, and Control Tower Floor 4, with a total performance period of 120 calendar days after award. Work must be performed during normal Corps duty hours from 7:00 AM to 3:00 PM, Monday through Friday, to minimize disruption to the dam's critical flood control and life safety operations. The facility serves multiple purposes including flood control along the Pohopoco Creek and Lehigh River, water supply, water quality control, and low flow augmentation for the Lehigh and Delaware Rivers. A mandatory site visit was conducted on September 2, 2025, with contractors required to acknowledge all amendments to avoid quote rejection.
