About this file

This Performance Work Statement (PWS) details electrical upgrade requirements for the Beltzville Dam facility located in Lehighton, Pennsylvania, managed by the US Army Corps of Engineers. The project scope involves replacing electrical infrastructure at the Administration Office and Intake Tower, including installing (9) new electrical distribution panels ranging from 3-phase 480V to single-phase 120/208V, and (1) 75KVA transformer. The contractor will be responsible for removing obsolete electrical panels, installing new circuit breakers, ensuring proper grounding and bonding, coordinating electrical inspections, and maintaining minimal disruption to the dam's critical flood control and life safety processes.

Key performance requirements include providing all necessary equipment, labor, and materials to upgrade electrical systems across multiple facility locations, with work to be executed during normal Corps of Engineers duty hours (7:00 am to 3:00 pm, Monday through Friday). The contractor must develop an accident prevention plan, conform to safety requirements outlined in the Corps of Engineers Safety and Health Requirements Manual, and participate in a post-award kick-off meeting. Performance Work Statement

Facility Electrical Upgrades US Army Corps of Engineers

Beltzville Dam Lehighton PA 18235

1.0 Introduction

1.1 Background. Beltzville Dam is located at 2145 Pohopoco Drive, Lehighton, PA in Carbon

County. The Beltzville Lake and Dam Project is an integral part of the Lehigh River Flood Control Program. This project, in addition to aiding in flood control along the Pohopoco Creek and the Lehigh River, will operate for water supply, water quality control, low flow augmentation in the Lehigh River and lower Delaware River and salinity repulsion in the Delaware River Estuary.

Authorized purposes of this project are flood control, water supply and low flow augmentation.

Secondary purposes are recreation and water quality control.

Noteworthy structures of the project include an administration office with an attached maintenance garage facility, visitor center, and public restrooms. The dam itself is an earthfill embankment approximately 4,560 long with a service bridge leading out to a concrete intake control structure.

The intake tower, over 170 feet high, houses the electrical and mechanical equipment required to operate the two sets of vertical slide gates, an operating room, water quality gate, elevator, HVAC system, dehumidifier, and other items.

The administration office building has a 600-amp service disconnect and (3) existing electrical panels in the utility room. It also houses an electrical disconnect switch with a (6) circuit emergency generator hookup. In the visitor’s center, there is a 100-amp single phase panel.

The intake tower has a 225-amp 480V 3 Phase service. Power enters the tower’s primary 480V distribution panel on floor 5. There are (2) 208V panels on operating floor 5 as well. Just below on floor 4, two additional electrical panels exist. Only (3) active circuits are powered on floor 4, the rest of the items have been decommissioned because of changing operating equipment from the project inception.

Due to the age of the electrical equipment, most of the existing panel breakers are obsolete and no longer made. It is becoming more and more difficult to procure replacement components for the electrical panels in both the administration building and intake tower. It was a recommendation from the most recent arch flash analysis to replace the existing electrical panels with new and readily available equipment.
