About this opportunity
The Department of the Army Corps of Engineers Engineering District Mobile is seeking a Design-Bid-Build (DBB) construction contract for an Aviation Storage Facility at Soto Cano Air Base. The primary objective is to construct a fuel storage system capable of holding a minimum of 300,000 gallons of fuel, utilizing three 100,000-gallon factory fabricated storage tanks. The facility will include two commercial truck offload skids with a 600 GPM offloading capacity, two truck fillstands with identical fuel issuance rates, and a POL Ops building with a fuel laboratory meeting specific sizing requirements. Currently, the solicitation is administratively suspended and has been pushed to fiscal year 2025, with a current due date of September 30, 2025. The project falls under NAICS code 236220 for Commercial and Institutional Building Construction, specifically categorized under PSC code Y1JZ for Construction of Miscellaneous Buildings.
The contract opportunity does not have a specific set-aside designation, indicating it is open to all qualified contractors. The project will be located at Soto Cano Air Base and involves constructing a comprehensive fuel storage infrastructure designed to support U.S. military operations. The storage tanks will be placed on a curbed foundation slab to ensure containment of potential drips and spills, demonstrating careful environmental and operational planning. While specific award values are not disclosed in the solicitation, the project represents a significant infrastructure investment for military logistics support. The facility's design emphasizes system redundancy and high-capacity fuel management, with each component engineered to meet specific operational requirements of military fuel handling and storage standards.
Notice text
The intended acquisition will result in award of DBB construction of an Aviation Storage Facility for use by U.S. forces located at Soto Cano Air Base. The new fuel storage facility will provide a minimum of 300,000 gallons of fuel storage. Three nominally 100,000-gallon factory fabricated storage tanks will be provided to meet this requirement. The three storage tanks will be placed on a curbed foundation slab for containment of small drips and spills. The system will be provided with two (2) commercial truck offload skids to provide system redundancy as well as an increased rate of fuel receipt. Each of the commercial offload skids will be capable of offloading at a rate of 600 GPM. The new fuel system will have two (2) truck fillstands, each capable of issuing fuel at a rate of 600 GPM. The new system will require a POL Ops building equipped with a fuel laboratory meeting C++ sizing requirement as outlined in UFC 4-310-03. The North American Industry Classification System (NAICS) code for this project is 236220.
