About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 1, through its Network Contract Office 1 and Procurement Office East, has issued a Special Notice of Intent to Sole Source a one-year firm-fixed price contract to Williams Scotsman Inc. for modular clinical space rentals (trailer lease services). The procurement is being conducted on behalf of the Bedford VA Medical Center located in Brockton, Massachusetts, with the Northampton VA Medical Center serving as the contracting office. This special notice represents the government's intent to award the contract to a single source under the authority of FAR 6.302-1, which permits procurement from only one responsible source when no other supplies or services will satisfy agency requirements. The solicitation number is 36C24126Q0251, and the NAICS code for this requirement is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing).

The purpose of this special notice is to inform the market that the Department of Veterans Affairs intends to extend an existing lease for seven modular office trailers (six 12x60 units and one 10x40 unit) for twelve months, running from March 4, 2026 through March 3, 2027. Interested parties who believe they are qualified to provide these services must submit detailed documentation to glorimar.estevezcortorreal@va.gov by February 23, 2026 at 7:00 AM Eastern Time to allow the government to conduct adequate market research. The government justifies the sole-source approach on the basis that Williams Scotsman is the original equipment manufacturer and the only known vendor capable of maintaining the existing trailers and supplying required repair and preventive maintenance parts, with market research confirming their rates are competitive and below comparable market ranges. While this notice invites alternative sources to demonstrate their qualifications, it is expressly not a request for competitive proposals, and the government reserves the discretion to conduct a competitive procurement based on any responses received.
