About this file

This is a Single Source Justification for a lease extension under simplified acquisition procedures for the Department of Veterans Affairs, VISN 1, Bedford VA Medical Center. The contracting activity is requesting approval to extend an existing lease for modular office trailers (six 12x60 units and one 10x40 unit) for a 12-month period from March 4, 2026 to March 3, 2027. The estimated amount is redacted in the document.

The justification cites Williams Scotsman as the sole source provider, as they are the original equipment manufacturer and the only known vendor capable of maintaining the trailers and supplying required repair and preventive maintenance parts. The trailers have been under contract with Williams Scotsman since 2021 and are currently operational at the facility. The contracting officer determined that market research through FPDS, SBS, and industry contacts verified the quoted rental rates are competitive and below comparable market ranges for similar equipment. The cost and operational disruption of removing and rebidding the trailers outweigh the benefits, particularly given the trailers' continued serviceable condition. The justification was approved by Contracting Officer Phillip Crockett on February 12, 2026, in accordance with FAR 13.106-1(b).

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID#

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C241-26-AP-1485

1. Contracting Activity: Department of Veterans Affairs, VISN 1, Bedford VA Medical Center 2237# 518-26-2-4829-0036

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Extension of lease for the modular office trailers at the Bedford VA Medical Center. Lease period 3/4/2026 to 3/3/2027. Est Amount

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Williams Scotman is the manufacturer of this trailer and the only known vendor for maintaining the trailer and parts required to perform repair and preventive maintenance on the trailer. They have had a yearly contract for this service since 2021. The cost to remove the trailer and rebid is not reasonable, compared to the current cost. It is in the best interest of the government to follow on to the extisting lease.

4. Description of market research conducted and results or statement why it was not conducted: The office trailer 12-month lease for the building 78 trailers ( 6 - 12x60 units & 1-10x40) needed is already on site and being ised with OEM LB Williams Scotsman. The customer, Edward Cunneen, informed the contract specialist Bedford VAMC has had the trailer on site since 2021. Current market research queries through FPDS, SBS, and knowledgeable individuals within the industry have verified that the quoted rental amounts per unit/amount is less thant the comparable competitive range of similar trailers. Since this unit is already on site and being utilized, the cost to remove the trailer and rebid is not reasonable, compared to the current cost. The cost associated with removing these units would be approximately Since the trailer is still in goof condition, it is in the best interest of the facility and government to continue/renew the lease. Once the trailer is inserviceable, then it would make sense to decommission it and solicit for another lease.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
