About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 23 (VISN 23), is seeking qualified contractors to provide home ventilation rental and oxygen delivery services across North Dakota, South Dakota, Minnesota, Iowa, and Nebraska. This sources sought notice aims to combine previously separate contracts into a single contract under NAICS code 532283 for Home Health Equipment Rental. The procurement will support approximately 5,400 oxygen-using and 93 ventilator beneficiaries across nine VA Medical Centers. Potential contractors must have certified technicians and a demonstrated history of providing home health equipment services. The government will evaluate responses to determine contractor capabilities, with a specific focus on companies able to provide both ventilation and oxygen delivery services. Responses to this sources sought notice must be submitted by February 28, 2025, at 10:00 AM Central Time to Contracting Officer Curt LaRose via email.

The solicitation does not currently have a specific small business set-aside, though respondents will be asked to indicate their socio-economic classification. The contract is structured as a Firm-Fixed Price Requirements contract with a base year and five potential option years. While specific award values are not disclosed, the scope suggests a comprehensive service covering emergency responses, equipment delivery, patient education, and ongoing maintenance. Contractors must provide 24/7 emergency services with stringent response times: 4 hours for oxygen patients and 2 hours for ventilator patients. The contract will require quarterly home visits by certified respiratory therapists, monthly reporting, and the ability to maintain Joint Commission accreditation. Potential bidders must demonstrate capability to provide backup ventilators for continuous ventilation patients and maintain adequate oxygen supplies for all patients.
