About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 17, seeks a 12-month base-year lease of a mobile PET/CT unit plus four optional 12-month renewal years for the Central Texas Veterans Health Care System, with proposals due June 8, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside; only SDVOSB firms may compete. The NAICS code is 532490, with a small business size standard of $40 million.
Place of performance is Temple, Texas (1901 Veterans Memorial Drive, Building 208, Room 119). The mobile unit must be ground-level, stationary, and flush-to-surface, measuring at least 12 feet wide by 48 feet long, no more than three years old, with expandable pop-outs acceptable. Equipment must be Siemens Vision PET/CT, GE Discovery, or Digital PET/CT with LYSO crystal-based technology, minimum 64-slice CTAC (128-slice preferred), time-of-flight scanning, and ACR accreditation. The contractor must provide all maintenance, parts, labor, medical physics testing, shielding verification, technologist training (approximately two weeks), network connectivity setup, and emergency maintenance with minimum 95% system uptime. The unit includes an integrated restroom and hand-washing sink. Delivery is required by August 3, 2026. The contractor holds the radioactive materials license until VA acceptance, then transfers responsibility to the VA facility's existing program. Field Service Engineers must be OEM-qualified with formal training and minimum one-year field experience.
Evaluation uses a best-value trade-off: Technical Capability 40 points, Past Performance 40 points (minimum two references from the last five years), and Price 20 points. Technical and past performance combined are weighted more important than price. Pricing is firm-fixed, evaluated as the sum of all line items for the base year plus four option years, with prorated credits for system downtime beyond 48 hours. Quotations must remain valid for a minimum 60 days.
