About this opportunity

The Department of the Air Force Global Strike Command seeks paint restoration of two static display aircraft—an Avro Vulcan and a KC-97—located at the Barksdale Global Power Museum, with quotes due May 15, 2026. This is a Total Small Business set-aside.

Place of performance is Barksdale Air Force Base, Louisiana. Work includes removal of bird proofing, surface preparation through high-pressure washing and sanding, application of LICP 200 Industrial primer or better, Industrial Catalyzed Urethane color coats at 4.0–4.5 mils wet thickness, and two or more coats of Valspar AC4400 Clear coat HS or better for UV protection. Paint and primers containing hazardous air pollutants and volatile organic compounds must be applied by rolling or brushing, not spraying. All paint chips and debris must be managed as directed by the Base Hazardous Waste Program Manager with tarps to contain waste. Aircraft must be painted in current paint schemes with all insignia and markings replicated in original size, color, and location; vinyl stickers are prohibited unless approved by the curator.

Contractors must hold a minimum of 10 years' experience in historical aircraft restoration, at least 5 positive performance references from similar projects within the last 5 years, and proof of performing historical aircraft restoration projects of equal or larger magnitude. The contractor must obtain a Barksdale Air Force Base pass and background clearance. Performance shall commence 15–30 days after contract award with an estimated duration of 14–21 days per aircraft, operating Monday through Friday from 0730–1500 hours, excluding federal holidays and AFGSC Family Days. Prevailing wage rates apply per Department of Labor Wage Determination 2015-5191, Revision 30 (effective March 30, 2026), updated by Amendment 01 issued May 8. Award will be based on price and technical evaluation to determine best value, with the lowest three offers prioritized for technical review.
