About this opportunity
The Department of the Navy Naval Supply Systems Command seeks voyage repair services in support of USS SHIP, with quotations due June 3, 2026 at 14:00 Central European Summer Time. This is not a small business set-aside.
Place of performance is Gaeta, Italy, with work scheduled for July 16–30, 2026. The scope comprises four work items: preservation and painting of approximately 2,000 square feet of topside surfaces including the Aft CIWS Platform; preservation and painting of approximately 2,000 square feet in machinery spaces including Uptake space 5-76-0-Q and three Fan Rooms; steel repairs involving replacement of deteriorated tubular piping (plan for 30 linear feet of 3-inch pipe and 30 linear feet of 3-inch angle iron); and replacement of Forward and Aft CIWS Cooling Loop valves (four three-way ball valves and ten flanges, with silver brazing required). The Navy supplies all materials for the valve replacement work.
Technical proposals must demonstrate ability to perform the statement of work and provide documentation of material compliance with MIL-Specifications, ABS welding certifications, certified Marine Chemist credentials, and ISO 9001 or 14001 quality management system certification. Quotations are firm fixed price, submitted as a single lot. Evaluation follows Lowest Priced Technically Acceptable (LPTA), with award based on technical capability (acceptable/unacceptable rating) and price. Quoters must complete Standard Form 18 blocks 12–16, all representations and certifications from Section K, and Attachment J-1 (detailed price breakdown showing labor hours, rates, total labor costs, materials, and other costs in US dollars). All quotations must be submitted in English via email. Contractors must be registered in SAM. Solicitation Amendment 0001, issued May 28, 2026, clarified that a ship check in Gaeta cannot be accommodated; representative photos and descriptions of the scope have been provided in Attachment 1 (detailed photos of Work Item 0199 are unavailable).
