About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk seeks a firm fixed IDIQ contract for Voice over IP telecommunications services across naval installations in the Norfolk and Philadelphia areas, with proposals due October 2, 2026. This is a Women-Owned Small Business set-aside, full and open competition within that category.
Place of performance spans five locations: Naval Station Norfolk, Joint Expeditionary Base Little Creek, Naval Security Activity Mechanicsburg, Naval Security Activity Philadelphia, and Philadelphia Naval Yard Annex, serving approximately 19,773 endpoints total (Norfolk 10,560, Little Creek 4,100, Mechanicsburg 425, Philadelphia 350, PNYA 925). The requirement calls for an IP-based VoIP solution as the preferred implementation, though alternative or hybrid solutions using RF, cellular, satellite, or secure wireless are acceptable if fully justified. The contractor must achieve 99.9% minimum service availability per calendar month and support all standard telephony features including local and long-distance dialing, voicemail, E911, three-way calling, call forwarding, and direct inward/outbound dialing. If a Cloud Service Offering is proposed, it must maintain FedRAMP Authorized designation at the Moderate baseline and comply with DFARS 252.204-7012. The contract includes five one-year ordering periods from February 1, 2027 through January 31, 2032, plus an optional sixth period through July 31, 2032. The NAICS code is 517111, Wired Telecommunication Carriers. The contract ceiling is $35,550,000 across all locations, with Norfolk representing $23,000,000. Evaluation is based solely on price reasonableness. All contractor personnel requiring facility or IT system access must obtain DBIDs and undergo background investigations appropriate to their access level. Amendment 0001, effective September 25, extended the response deadline from September 28 to October 2.
