About this opportunity
The Naval Supply Systems Command is conducting a sole-source procurement with Verizon for comprehensive Voice Over Internet Protocol (VOIP) replacement of Time-Division Multiplexing telephony services across five Naval installations in the Norfolk and Philadelphia regions, with performance beginning February 1, 2027 and a response deadline of September 16, 2026.
This is a Firm Fixed-Price Indefinite-Delivery Indefinite-Quantity contract covering NAVSTA Norfolk and JEB Little Creek in Virginia; NSA Mechanicsburg, NSA Philadelphia, and Philadelphia Navy Yard in Pennsylvania, encompassing approximately 16,360 endpoints. The ordering period runs five years from February 1, 2027 through July 31, 2032, with a base period ending January 31, 2032, and an optional extension through July 31, 2032 under FAR clause 52.217-8. The contract includes a minimum of $1,000 funded at time of award, with annual Operations and Maintenance funds supporting ongoing expenses.
The Navy justified sole-source award under 10 U.S.C. 3204(a)(1), citing determination that only one responsible source exists capable of meeting requirements. Although the Navy issued competitive solicitation N0018926RL014 on April 23, 2026 for 60 days to maximize competition, no other offerors demonstrated viable delivery capabilities within the mandatory February 1, 2027 service cutover deadline. Barriers to competition include the aggressive timeline, substantial Outside Cable Plant infrastructure constraints requiring tens of millions in capital investment and 3–5 years of construction, infeasibility of alternative solutions introducing unacceptable operational latency and mission risk, and unavailability of building-level engineering data to competitors. Verizon, as the incumbent vendor with existing vendor-owned OSP infrastructure and established building pathways, is positioned as the sole source capable of providing uninterrupted service without catastrophic schedule failure.
