Solicitation Summary: N0018926RL030
This is a Request for Proposal (RFP) for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) firm fixed-price contract for integrated voice and data telecommunications services to support five Naval installations in the Norfolk and Philadelphia areas. The solicitation is designated for Women-Owned Small Businesses (WOSB), with a solicitation issue date of September 21, 2026, and an offer due date of September 28, 2026. Award is expected to be made to one responsible offeror whose proposal represents the best value based solely on price reasonableness analysis. The contract will be administered by the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT).
The scope requires the contractor to provide Voice over IP (VoIP) services or alternative/hybrid telecommunications solutions serving approximately 19,773 endpoints across NAVSTA Norfolk (10,560 endpoints), JEB Little Creek (4,100 endpoints), NSA Mechanicsburg (425 endpoints), NSA Philadelphia (350 endpoints), and PNYA Philadelphia (925 endpoints). Services must include standard telephone features (local/long-distance dialing, voicemail, caller ID, E911, call waiting, three-way calling, call transfer), flat-rate billing for North American Numbering Plan calls, and separate pricing for international calling minutes. The ordering period spans February 1, 2027, through January 31, 2032, with an optional FAR 52.217-8 extension period from February 1, 2032, through July 31, 2032. The contractor must achieve 99.9% monthly service availability, integrate with Next Generation 911 infrastructure, and comply with FedRAMP Moderate baseline security controls if cloud services are proposed. Pricing must be submitted on the Government-provided spreadsheet and include all applicable taxes, fees, and surcharges. Monthly invoices are required through the Wide Area Workflow (WAWF) system. The Government minimum/maximum order values are $1.00 to $35,550,000.00 per single order or series of orders. Proposals must be submitted electronically to the designated points of contact and are valid for 180 days.

The contractor's proposed solution shall include a flat-rate billing model for all calls within the North American Numbering Plan (NANP). This model should provide unlimited usage without per-minute charges for calls to destinations covered by the NANP.
For all non-domestic (international) calls, a separate Contract Line Item Number (CLIN) shall be established. This CLIN will be for the procurement of call blocks for non-domestic calling minutes as detailed in the contract's pricing schedule.
4.0 System Compatibility and Compliance Requirements
The vendor's solution must be fully compatible and interoperable with the current Information Systems Platform (ISP) infrastructure and end-user instruments at each location. The solution will operate on an independent vendor owned/maintained distribution network and is not expected to interface directly with existing legacy or conventional voice sub-systems. However, it must support all functional and interoperability requirements necessary for reliable connectivity to end-user devices, ISP integration, and provide essential services such as Next Generation 911 (NG911), and crash nets, where applicable.
4.1 System Features: The system must support DoW-specific features including, but not limited to, Automatic Call Distribution (ACD), Uniform Call Distribution (UCD), Call Trace, Pre-Set Conference, call forwarding and voice mail availability.

4.3 Auxiliary and Collaborative Voice Systems: The system should interoperate with all currently deployed voice auxiliary and collaborative systems, including but not limited to: Enhanced 911 (E-911), Primary Crash Net (PCN), and Secondary Crash Net (SCN). Compliance with all emergency communication requirements is mandatory, including NG911 and 988 services.

The NG911 implementation shall integrate seamlessly with existing 911 and E911 services and support accurate station-level location identification and routing to the appropriate Regional Dispacth Center (RDC), in accordance with Kari's Law and the Ray Baum's Act. Interoperability with all listed voice auxiliary systems is required, and the system must enable efficient and reliable multi-platform emergency communications.
4.5 The vendor shall be responsible for delivering reliable commercial telephone services with a minimum service availability of 99.9% per calendar month, excluding government-approved maintenance windows. The vendor shall maintain and operate their solution to ensure consistent voice service delivery to all government-designated endpoints.
