About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to develop an acquisition strategy for Voice Switch Headsets (VSHS) and accessories, along with associated engineering and configuration management services. This procurement is for specialized communication equipment used by Air Traffic Control Specialists across FAA facilities including Air Traffic Control Towers, Radar Approach Controls, and Flight Service Stations. The equipment must meet rigorous technical standards encompassing multiple headset and handset configurations with varying ear designs, noise-canceling capabilities, electromagnetic compatibility requirements, and a minimum 5-year service life with a Mean Time Between Failures of at least 20,000 hours. The FAA has not yet determined the evaluation criteria or competition structure, as the agency is using this market survey to assess vendor capabilities and cost estimates prior to finalizing the acquisition approach. Interested vendors must submit written responses by January 13, 2026, with all questions directed in writing to the contracting specialist; no phone calls will be accepted, and respondents are encouraged to comment on the government's approach to the requirements.

This market survey carries no set-aside designation at the current time, though the FAA reserves the right to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. No incumbent contractors or current award values have been identified in this pre-solicitation phase, as the market survey is intended to inform the government's acquisition strategy and determine whether adequate competition exists among qualified firms. Respondents should provide statements of interest, capability descriptions, and rough orders of magnitude cost estimates based on the draft Statement of Work and technical specifications provided; the FAA will not compensate vendors for their participation in this market survey, and all associated costs are the sole responsibility of responding businesses. The procurement encompasses Commercial Off-The-Shelf (COTS) or Non-Developmental Item (NDI) hardware systems with comprehensive lifecycle support including system engineering, testing, quality management, a 2-year commercial warranty, and technical support services for deployment across National Airspace System facilities.

MARKET SURVEY FOR VOICE SWITCH HEADSETS (VSHS) AND ACCESSORIES

NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST.  CONTACT INFORMATION BELOW.

This is a market survey for information and comments from industry that will aid in the formation of an acquisition strategy for the Voice Switch Headsets (VSHS), accessories, engineering services and configuration management services. The draft requirements are identified in the attached draft Statement of Work (SOW).

The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submission is solely at the interested vendor’s expense.

At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.

The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required material per the Statement of Work (SOW). Respondents to this Market Survey are encouraged to provide comments regarding the government’s approach to this requirement.

This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.

The North American Industry Classification System (NAICS) codes and size standards for this effort:

NAICS – 334210, Telephone Apparatus Manufacturing – 1,250 Employees
