About this opportunity

The National Institute of Standards and Technology published a Special Notice of its intent to negotiate a sole source contract with Aerodyne Research, Inc. for the procurement of a VOCUS 2R Proton Transfer Reaction Time-of-Flight Positive Ion Mass Spectrometer System. NIST requires this system to support its atmospheric chemistry and indoor air research objectives.

The notice provides that NIST intends to negotiate a firm-fixed price purchase order with Aerodyne Research within five months for one VOCUS 2R PTR-TOF-PI-MS system, including a breath inlet, thermal desorption system, single-channel gas chromatograph, and high pressure ion sources with negative ionization capabilities. Interested parties must identify in writing by June 8, 2021 how they can meet NIST's requirements if they believe they are able to satisfy NIST's needs, though this notice is not a solicitation. The sole source determination is based on Aerodyne Research being the only manufacturer able to provide a mass spectrometer system with the required inlets, analysis software, and real-time identification capabilities for NIST's stated research objectives.

NOTICE OF INTENT TO SOLE SOURCE

Contracting Opportunities Announcement Type: Special Notice
Announcement Number: NIST-NOI-21-01609
Subject: VOCUS 2R Proton Transfer Reaction (PTR) Time-Of-Flight (TOF) Positive Ion (PI) Mass Spectrometer (MS) System with inlet systems for atmospheric chemistry applications

Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Aerodyne Research, Inc. (ARI), located at 45 Manning Rd, Billerica, MA, 01821-3934. The purchase order is to procure one (1) VOCUS 2R Proton Transfer Reaction (PTR) Time-Of-Flight (TOF) Positive Ion (PI) Mass Spectrometer (MS) System. The VOCUS 2R PTR-TOF-PI-MS system shall be delivered within five (5) months after contractor receipt of order.

Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees.

Description
Please see the attached Statement of Need/Required Specifications document for details.

Sole Source Determination
The sole source determination is based on the following:

The VOCUS 2R is the sole PTR TOF Positive Ion Mass Spectrometer system that includes a breath inlet and thermal desorption system, with a single-channel Gas Chromatograph (GC), high pressure ion sources and negative ionization. Aerodyne Research, Inc is the sole manufacturer that can provide a PTR TOF Positive Ion Mass Spectrometer System with appropriate inlets and analysis software for atmospheric chemistry application necessary to achieve real-time identification of chemical ion fragments and chemical speciation with high mass resolution of ambient indoor air pressure and meet the research objectives identified in the attached Statement of Need.

Information for Interested Parties
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than June 08, 2021 at 4:00 PM, Eastern Time.
