About this file

This notice of intent describes the National Institute of Standards and Technology's plans to sole source the procurement of a VOCUS 2R Proton Transfer Reaction Time-of-Flight Positive Ion Mass Spectrometer System from Aerodyne Research, Inc. The notice specifies that NIST intends to negotiate a firm-fixed price purchase order with Aerodyne Research within five months for one VOCUS 2R PTR-TOF-PI-MS system. The system must include a breath inlet, thermal desorption system, single-channel gas chromatograph, high pressure ion sources, and negative ionization capabilities. The sole source determination is based on Aerodyne Research being the only manufacturer able to provide a mass spectrometer system with the required inlets, analysis software, and real-time identification capabilities for NIST's atmospheric chemistry and indoor air research objectives. Interested parties must identify their capabilities to meet the requirements by June 8, 2021 if they believe they could satisfy NIST's needs.

Statement of Need / Required Specifications VOCUS 2R PTR TOF Positive Ion Mass Spectrometer System

Background The Indoor Air Quality and Ventilation Group in the Building Energy & Environment Division under the Engineering Laboratory at the National Institute of Standards and Technology (NIST) develops computer simulation programs and measurement procedures and applies them to better understand the phenomena of air and contaminant transport in buildings. These efforts support industry to improve environmental conditions in buildings in a cost-effective manner.

The Gas Sensing Metrology Group in the Chemical Science Division under the Material and Measurement Laboratory at NIST applies high-quality, traceable gas measurements to create certified gas standards in support of industries responding to U.S. and state regulations, environmental concerns, fairness in trade issues, and global climate change.

The Indoor Air Quality and Ventilation Group and the Gas Sensing Metrology Group has a current requirement to purchase one (1) VOCUS 2R Proton Transfer Reaction (PTR) Time-Of-Flight (TOF) Positive Ion (PI) Mass Spectrometer (MS) System with inlet systems appropriate to atmospheric chemistry applications that is produced by Aerodyne Research, Inc. (ARI), located at 45 Manning Rd, Billerica, MA, 01821-3934. The Original Equipment Manufacturer (OEM) of the subject mass spectrometer is Tofwerk USA, Inc., located at 2760 29th St, Boulder, CO, 80301. ARI is the exclusive partner of Tofwerk for atmospheric chemistry applications of the OEM mass spectrometer. ARI develops Tofwerk TOF technology for atmospheric research products and chemistry applications.

Indoor environments are dynamic environments that are constantly changing. Occupant actions (e.g. breathing, cooking, cleaning and more) are constantly changing the indoor air chemistry. To date, most sampling methods for indoor air require time averaged (often hours) sampling techniques. These methods do not allow quantification of process that happen on second to minute time scales. However, to better understand the indoor environment and the risk associated with spending 90% of our lives indoors, NIST needs to be able to measure chemical concentrations in real time.

Proton Transfer Reaction – Time of Flight Positive Ion Mass Spectrometer Systems (PTR-TOF-PI-MS) allow the identification of chemical ion fragments in real time. Real time chemical speciation with high mass resolution of ambient pressure indoor air enables a wide range of questions to be addressed.

Current NIST research objectives to which this instrument will be directly applicable include:

1) Analysis of chemical breath composition, factors that impact that composition, and stability of those chemicals to allow development of clinical standards by the Gas Sensing Group.

2) Analysis of changes in chemical composition of indoor air in a test house when oxidants such as ozone are introduced in the presence of various volatile organic chemicals (VOCs).

3) Analysis of changes in chemical composition in rooms being treated with chemistry-based air cleaning devices.

Purpose The purpose of this acquisition is to procure a Proton Transfer Reaction – Time of Flight Positive Ion Mass Spectrometer System to enable NIST to perform real-time quantification of airborne compounds as identified in this Statement of Need.
