About this opportunity
The Department of Energy Office of Science, operating through Brookhaven National Laboratory (BNL), is soliciting an all-inclusive firm fixed price quote for a VL Element 9200 nm wavelength, 38.1 mm diameter spiral phase plate with ZnSe coating and associated anti-reflective coating services. The procurement requires vendors to submit comprehensive pricing that incorporates all costs including freight, tariffs, and packing and handling fees, with no separate line items permitted on the purchase order. Key contract requirements include vendor registration in the System for Award Management (SAM) database with a valid Unique Entity Identifier (UEI), submission of published price lists or comparable pricing documentation to justify the proposed costs, completion of Annual Representations & Certifications forms, and compliance with Brookhaven Science Associates' standard Commercial Products and Services terms and conditions. Evaluation criteria emphasize pricing competitiveness, with vendors encouraged to offer their best available discounts, and vendors must provide current date, country of origin, and lead time information with their quotes. The due date for all submissions is December 9, 2025, with the anticipated delivery date of February 6, 2026.
This solicitation carries no set-aside designations and does not identify any incumbent contractors. The estimated procurement value is approximately $11,058.00 for three units of the spiral phase plate component, with an additional line item for the ZnSe AR coating run. Vendors must provide all-inclusive pricing or, if this is unavailable for foreign products, agree to Incoterms "DAP" with utilization of BNL's freight forwarder. The place of performance is Upton, New York 11973, and payment terms are net 30 days following delivery with FOB Destination freight terms. The procurement falls under NAICS code 33461 (Manufacturing and Reproducing Magnetic and Optical Media) and PSC code 6099 (Miscellaneous Fiber Optic Components).
