About this opportunity
The National Institutes of Health is seeking a commercial contractor to provide comprehensive visa and passport services for official and diplomatic travel supporting NIH, FDA, and other HHS agencies. The contractor will be responsible for processing 4,000-5,000 passport and visa applications annually, including document submission and retrieval, courier services, embassy interactions, and maintaining detailed tracking and reporting mechanisms. Key requirements include daily document delivery to NIH and FDA facilities, processing applications through the Special Issuance Agency, expedited handling of time-sensitive requests, and providing telephone support during standard business hours from 9:00am to 5:00pm ET. The evaluation will be based on three primary factors: Technical Approach and Understanding of Requirements, Personnel Qualifications and Experience, and Management, Organization and Facilities, with technical factors being significantly more important than price in the selection process. Proposals must be submitted via email to Kelly Robinson by September 15, 2025 at 12:00 PM Eastern Standard Time.
This opportunity is designated as a total small business set-aside under NAICS code 492110 with a size standard of 1,500 employees, and the contract has already been awarded to Generations Visa Service Inc. The contract includes a base period from September 29, 2025 to September 28, 2026 with two potential option years, extending the total contract period through September 28, 2028. Service quantities include 2,200 passport services and 2,400 visa services per year, with an additional option for 1,500 expedited services annually. The contract will be performed in Washington, DC, with specific reporting requirements including monthly status reports due on the 15th working day of each month, annual reports, and a comprehensive final report. The contractor must also conduct a kickoff meeting within 10 days of award and provide detailed documentation of traveler information, service types, and associated costs throughout the contract performance period.
