About this file
This document is a Technical Evaluation Criteria document for a Visa and Passport Services solicitation issued by the Department of Health and Human Services National Institutes of Health. The procurement seeks a contractor to provide passport/visa and courier services for official and diplomatic travel, with three primary technical evaluation factors: Technical Approach and Understanding of Requirements, Personnel Qualifications and Experience, and Management, Organization and Facilities.
The evaluation will use an adjectival rating scale from Outstanding to Unacceptable, with technical factors being paramount in the selection process. Key technical requirements include demonstrating capability to process passport and visa applications, deliver/pick up documentation from embassies and consulates, develop innovative strategies, and provide experienced staff with specific domain expertise. The Government will make an award to the vendor offering the most advantageous proposal, considering technical merit, past performance, and cost, with technical factors being significantly more important than price. Offerors will be evaluated on their ability to provide detailed program reports, manage complex diplomatic travel documentation processes, and maintain high standards of service delivery.

TECHNICAL EVALUATION CRITERIA
Adjectival Rating
General The Technical offer shall receive paramount consideration in the selection of the Offeror for this solicitation. The selection of an Offeror for contract award will be based on an evaluation of offers against three factors and corresponding subfactors. The evaluation criteria in order of importance are technical, cost and past performance. The technical factors and corresponding subfactors are listed in order of importance. All evaluation factors other than cost or price, when combined, are significantly more important than cost. The Government will use an adjectival rating scale on all offers.
The evaluation will be based on the demonstrated capabilities of the prospective Offerors in relation to the needs of the project as set forth in the SOLICITATION. The merits of each offer will be evaluated carefully. Each offer must document the feasibility of successful implementation of the requirements of the SOLICITATION.
Although technical factors are of paramount consideration in the award of the contract, past performance and cost/price are also important to the overall contract award decision. As offers become more equal in terms of technical merit and past performance, the cost or price becomes more important.
The Government intends to make an award to the vendor/offeror whose quote/offer is most advantageous to the Government.
Offerors must submit information sufficient to evaluate their offers based on the detailed factors listed below.

COST/PRICE FACTORS
Offeror(s) cost/price offer will be evaluated for reasonableness. Although price reasonableness has been established for the labor categories, the cost/price analysis based on the level of experience and expertise being proposed under a labor category may deem a price to be unreasonable to perform the requirement(s).
Past Performance The Government will evaluate the quality of the Offeror’s past performance based on information obtained from references provided by the Offeror, as well as other relevant past performance information obtained from other sources known to the Government.
Evaluation of past performance will be a subjective assessment based on consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable performance. The Government is seeking to determine whether the Offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of services at fair and reasonable prices.
The assessment of the Offeror’s past performance will be used as a means of evaluating the capability of the Offeror. Thus, an Offeror with an exceptional record of past performance may receive a more favorable evaluation than if it has an acceptable record.
Past performance will not be rated, but the Government's conclusions about overall quality of the Offeror's past performance will be influential in determining the merits of the Offeror's offer and in selecting the Offeror whose offer is considered most advantageous to the Government.
By past performance, the Government means the Offeror's record of conforming to specifications and to standards of good workmanship; the Offeror's record of forecasting and controlling costs; the Offeror's adherence to contract schedules, including the administrative aspects of performance; the Offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the Offeror's business-like concern for the interest of the customer.
The Government will consider the number or severity of an Offeror’s problems, the effectiveness of corrective actions taken, the Offeror’s overall work record, and the age and relevance of past performance information.
The lack of a performance record may result in an unknown performance risk assessment, which will neither be used to the advantage or disadvantage of the Offeror.
EVALUATION OF OPTIONS
It is anticipated that any contract awarded from this solicitation will contain option provision(s) and periods(s). In accordance with FAR clause 52.217-5 Evaluation of Options, (July 1990) the Government will evaluate offers for award purposes by adding the total price for all options to the total price of the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise the option(s).
SELECTION FOR AWARD
Offeror should be aware that the award shall be made to the Offeror whose offer is most advantageous to the Government, taking into consideration the technical factors listed above and the total proposed price across all contract periods.
