About this opportunity

The Defense Information Systems Agency - Pacific is procuring a Virtual Reality Training System for a Gas Turbine Generator for the Department of Navy at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, Hawaii, with proposals due September 10, 2026; however, Amendment 0003 (effective September 21, 2026) formally cancels this solicitation in its entirety due to changes in agency mission requirements.

This procurement was structured as a 100 percent Service-Disabled Veteran-Owned Small Business set-aside under NAICS 541511 (Custom Computer Programming Services), with a $34.0 million size standard. Place of performance is Pearl Harbor, Hawaii.

The requirement called for development and delivery of a VR training system leveraging commercial-off-the-shelf technology for gas turbine generator operations and maintenance, including VR software with step-by-step procedures, real-time misstep detection, interactive control simulations, pass/fail scoring, troubleshooting scenarios, and multi-user capabilities for 4–5 simultaneous users. The contractor was to deliver five HTC Vive Focus Vision VR headsets (brand name or equal, TAA-compliant, DoD-approved, with AES-256 encryption) with accessories and operational manuals, complete within one year of award. The period of performance is one-year base plus two one-year options; Option Year 1 includes cloud solution setup with FedRAMP and DoD PA approvals for CUI-level data, and Option Year 2 covers annual headset maintenance and software updates.

All contractor personnel must be U.S. citizens and hold appropriate security clearances for Pearl Harbor Naval Shipyard access. Contractors must comply with CMMC Level 2 (Self) cybersecurity requirements, Section 508 accessibility standards for supporting documentation, and Shipyard-specific contractor security requirements including badge-level clearances (Green, Yellow, or Red) and controlled industrial area access protocols. The contract was firm-fixed-price and evaluated on a Lowest Price Technically Acceptable basis without separate past-performance scoring. Amendment 0001 added FAR 252.204-7021 (Cybersecurity Maturity Model Certification), expanded CLIN 1001 scope, and added CLIN 0003 for travel ODC. Amendment 0002 updated pricing and Q&A worksheets and Appendix III contractor security requirements.
