Question No Document Page No. Paragraph No. Section No. Question/Comment Response

1 Solicitation HC101926R0005 Removed from pg 6 52.219-6 FAR Clause

The solicitation SF-1449 designates the acquisition as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and the solicitation incorporates FAR 52.219-27, Notice of Set-Aside for, or Sole-Source Award to, Service-Disabled Veteran-Owned Small Business Concerns Eligible Under the SDVOSB Program. However, the solicitation also incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside. As a result, we are seeking confirmation regarding the intended eligibility restrictions for this procurement and whether the Government anticipates issuing an amendment to clarify the applicable set-aside designation

The Government acknowledges the clerical conflict between the SF-1449 set-aside designation and the incorporated FAR clauses. Market research supports a competitive SDVOSB set-aside, so this procurement is intended to be a SDVOSB set-aside and this amendment includes the removal of FAR 52.219- 6 to clarify eligibility.

2 Solicitation HC101926R0005 19-24 52.212-1 and 52.212-2 FAR Clause

For the experience and evaluation requirements under FAR 52.212-1 and 52.212-2, may an offeror establish relevant experience and past-performance credit through the experience of a committed subcontractor and proposed key personnel who will perform the VR development, 3D modeling/scanning, integration, and instructional-animation work?

The solicitation is conducted on a Lowest Price Technically Acceptable (LPTA) basis and it does not contain a separate or scored Past Performance / Experience evaluation factor.

Please confirm the exact manufacturer, model, configuration, and variant of the Gas Turbine Generator. The reference to “450–480VAC” appears to identify the electrical output rather than a complete equipment model.

The Gas Turbine Generator is a Turbine Marine Inc, compact series portable generator, model 450-480vac per Navy specification.

Has the Government already developed and approved the Terminal Learning Objectives and Enabling Learning Objectives? Or will you expect the contractor to develop them based upon the performance requirements post training?

There is no current TLO or ELO. Contractor shall work with Government trainers to create one if needed.

Is the system intended primarily for operator training, maintenance-technician training, or both? The training should be geared towards operators.

What level of simulation fidelity is required, or is the contractor expected to determine the appropriate fidelity based on the approved training objectives and procedures?

For example, does the Government require:

a. A procedural trainer using scripted or state-based equipment responses;

b. A functional simulation of controls, gauges, alarms, and operating states; or

c. A physics-based or digital-twin simulation modeling engine speed, temperature, fuel flow, electrical loading, failures, and equipment response over time?

a. A procedural trainer using scripted or state-based equipment responses is preferred.

b. Yes, functional simulation of controls, gauges, alarms, and operating states

c. Digital twin modeling is not required.

The PWS identifies Government-Furnished Property, Equipment, and Information as “N/A,” while also requiring the contractor to incorporate DoN specifications, onsite procedure documents, and the operating environment. Please clarify what technical and training information will be provided after award and what the contractor must independently develop or obtain. This can be broad descriptions just so I have an idea of what will need to be created and what exists.

After award, Government will provide training information regarding procedures and other instruction requirements. The intent is to supplement current training.

Will usable CAD files or technical models of the generator and operating environment be available to the contractor? If Government CAD is unavailable, may the contractor independently obtain CAD or engineering models from the manufacturer, or should the contractor assume that the equipment must be captured using metrology-grade structured-light and/or blue-laser scanning, supplemented as appropriate by photogrammetry, photography, video capture, and physical measurements?

Government CAD is unavailable. Contractor can independently obtain CAD or engineering models from the manufacturer or other resources. All scanning should adhere to Government physical security and cybersecurity requirements.

Approximately how many Government SME labor hours will be available during the project? Just so we know the level of technical and SME support we may receive and plan accordingly

Government SME will be available during normal business hours, M-F, 40 hours per week, if onsite access or support via correspondence is needed.

Onsite access will be determined by the Government SME, as equipment access must be scheduled in advance.

May the contractor use sanitized historical or real-time generator data to improve simulation accuracy? Specifically, would the Government permit the use of Ignition or an equivalent SCADA (historian, OPC UA, or data-integration platform) to ingest previous generator runs.

If the data is publicly releasable as determined by Government, then it should be acceptable.

Is any live connection between the VR system and operational shipyard equipment expected, permitted, or prohibited. Or would you leave that up to the contractor to determine whether such connectivity is appropriate based on the approved training objectives and security requirements?

Prohibited unless approved by Government.

Is the contractor free to select the development platform (Unreal Engine, Unity, OpenXR, etc) as long as it meets security requirements?

Yes. Security requirements should be defined by relevant DFARS in the contract for example, DFARS 252.227-7014 (Non-Commercial Software), DFARS 227.7202 (Commercial Software), and by aligning to https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/500087p.

FSV can support all configuration types native-headset, tethered-workstation, wireless-streaming. Does the Government have a preferred deployment architecture for the HTC Vive Focus Vision training solution? Or will you permit the contractor to select the architecture that best meets the approved training/performance and security requirements?

From a security perspective, the native headset would be preferred since it does not require a connection to an attached workstation.

The base-period PWS requires shared VR sessions for four to five simultaneous users, while Option Year 1 separately includes cloud setup. Please clarify the intended distinction between these requirements. Does the Government have a preferred base-period network configuration that can be upgraded as part of the option year 1? Or do you want FSV to evaluate your environment and recommend network architecture?

A standalone network configuration is acceptable during the base year, which can later be upgraded to a cloud solution for option year 1. The cloud solution is dependent on government review and approval.

Will the solution integrate with an existing Learning Management System to track trainee progress and results? If so, please identify the LMS and required standards or interfaces. If not, will the contractor be expected to setup a system for tracking such things?

There is no existing Learning Management System for integration. There is also no expectation for the Contractor to setup a system for tracking training.

However, Contractor should include some way to score a pass or fail indicator. Contractor is expected to work with Government trainers to determine the thresholds and scoring criteria for the pass or fail indicator.

Must trainee and administrator accounts integrate with an existing DoD identity-management system, or may the system use locally managed accounts?

Locally managed accounts are the only option for a standalone network configuration in the base year. The cloud solution during Option Year 1 will probably require a DoD identity-management system.

Does the Government expect a separate desktop, non-VR, or instructor-operated mode to satisfy Section 508 requirements for users unable to operate the headset or controllers?

No

Clarification on the place of performance and the number of on-site trips required:

The RFP states that, “The Contractor shall develop the VR training system at the Contractor’s facility.” It also states that the contractor shall ,“Provide at least one (1) visit to PHNSY&IMF to facilitate software development.” Do you anticipate that this visit will incorporate requirements gathering, photos/videos of the turbine, interviewing SMEs, and understanding the training area layout? Do you anticipate another onsite visit for delivery and handoff of the completed application? Do you desire to have the vendor onsite periodically for any option year extensions? Should these trips be priced separately or as part of this fixed bid?

Yes, one visit may include data/requirements gathering and/or on-site delivery and handoff. If Offeror anticipates more visits are necessary, Offeror should build this into their pricing.

Have the subject turbine parts already been digitized and would they be available to the selected vendor? What format are the digital images?

The turbine parts are not digitized. Documentation and other resources for the gas turbine generator will be provided to the Contractor. The assumption is that the Contractor will collect what they need to create the VR training system from Government.

In the situations where headsets require maintenance, do you want the selected vendor to provide you with a replacement headset to allow uninterrupted training?

Yes, and help with reloading any software if required.

If headsets are broken and needs replacement, ktr will provide temporary replacements until headset is fixed. *If not under warranty*

Are you indicating that the proposed application fully conform to WCAG 2.0 Level A and Level AA Success Criteria? As applicable, will the solution need to accommodate users without vision, or with limited vision, without perception of color, without hearing or with limited hearing, without speech, with limited manipulation, movement and cognitive abilities?

Yes, requirements under this PWS should comply with requirements under PWS Section 14, as applicable. Please include any deviations from the standards in Offeror’s proposal as applicable. Government will review these for consideration.

22 What technical data, CAD, work packages, and procedures will be furnished?

Government CAD is unavailable. Contractor can independently obtain CAD or engineering models from the manufacturer or other resources. All scanning should adhere to Government physical security and cybersecurity requirements.

PWS 6.3.2 requires the Contractor to provide a collaborative training workshop for 4-5 simultaneous users during Option Year 1. Does the Government expect this workshop to be conducted on-site at PHNSY&IMF in Hawaii? If so, should offerors build the estimated travel costs for this Option Year 1 site visit directly into the Firm- Fixed-Price for CLIN 1002, or will travel be handled via a separate Reimbursable CLIN?

The workshop is not required to be on-site at PHNSY&IMF in Hawaii.

Workshop can be held virtually.

35 Solicitation HC101926R0005 (PWS) 26-27 6.1.2.l and 6.3.1 PWS Section 6

Base Year Multiplayer Architecture vs. Option Year 1 Cloud

PWS 6.1.2.l requires the VR software developed in the Base Year to include "multi-user capabilities for 4-5 simultaneous users." However, the "Government Cloud solution" required to host and network this collaborative training is not authorized until Option Year 1 (PWS 6.3.1 / CLIN 1001).

Can the Government clarify the network architecture expected for the Base Year delivery? Should the Base Year software be designed to run on a local area network (LAN) for testing and delivery, or is the Contractor expected to provide and fund a temporary commercial cloud server during the Base Year before migrating to the formal Government Cloud solution in Option Year 1?

A standalone network configuration is acceptable during the base year, which can later be upgraded to a cloud solution for option year 1. The cloud solution is dependent on government review and approval.

36 Solicitation HC101926R0005 (PWS) 32 and 23

PWS Section 14 (Section 508 Accessibility Standards) and Addendum to 52.212-

2(a)

PWS Section 14 and FAR Clause

Section 508 Accessibility Standards Applicability to VR Software

PWS Section 14 outlines extensive Section 508 and WCAG

2.0 accessibility requirements, including functional performance criteria such as "Without Vision" (302.1), which mandates a mode of operation that does not require user vision. Because the primary deliverable is an immersive 3D Virtual Reality application inherently dependent on visual, spatial, and fine-motor interaction (using VR headsets and controllers), full Section 508 compliance is technically incompatible with the medium. Can the Government confirm that Section 508 compliance is strictly limited to 2D supporting documentation (e.g., reports, manuals) and that a waiver or exemption will be applied to the immersive 3D VR training software itself?

PWS Section 14, Accessibility Standards align with deliverables in the PWS.

Please include any deviations from the standards in Offeror’s proposal as applicable. Government will review these for consideration.

37 Solicitation HC101926R0005 (PWS) 26-27 6.1.3.i PWS Section 6

What specific gas turbine generator tasks and fault scenarios are in scope? 6.1.3.i. Does not define the total number of procedures and the steps for those procedures. This will help define the scope of the programming work and cost.

This is contained in the Navy specifications that will be provided to the Contractor by Government.

38 Solicitation HC101926R0005 (PWS) 29 and 31 6.3.1 and 11 PWS Section 6 and 11

What XR hardware, network, cybersecurity, and onsite installation constraints apply? We assume a closed-network intranet build with wireless capabilities for multi-user configuration. Any further details could help define scope and price. If an ATO is necessary, this would be a key piece of information.

Cybersecurity constraints apply. Security requirements should be defined by relevant DFARS in the contract for example, DFARS 252.227-7014 (Non- Commercial Software), DFARS 227.7202 (Commercial Software), and by aligning to https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/500087p.

The PWS requires instructional/user-driven animations as part of the VR software solution. Please clarify whether the instructional animations are intended to provide instruction on the use and operation of the VR equipment itself, or whether they are intended to support the Gas Turbine Generator training procedures. If the animations are intended to be viewed outside of the VR headsets, please identify the Government-furnished computing resources, if any, that will be available for playback.

The VR software solution is for the Gas Turbine Generator use and operation instructions. There is no GFE.

49 Solicitation HC101926R0005 1 and 19

SF 1449, Block 8, Offer Due Date; Addendum to FAR

52.212-1(b)(12), Submission of Offers

SF 1449 and FAR Clause

Given the technical breadth of the requirement and the need to incorporate the Government's responses to industry questions into the Technical/Management and firm-fixed-price volumes, would the Government consider extending the proposal due date to provide offerors sufficient time to incorporate the clarifications and submit complete, technically responsive proposals?

The Government acknowledges the request. At this time, the proposal submission deadline remains unchanged. The Government will evaluate the necessity of a deadline extension closer to the current due date. Offerors are advised to continue preparing proposals based on the current schedule unless a formal solicitation amendment is issued.
