About this file

This is a Performance Work Statement (PWS) for a Virtual Reality Training System for a Gas Turbine Generator at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF). The Defense Information Systems Agency - Pacific (DISA-PAC) is seeking a qualified contractor to develop and deliver a comprehensive VR training solution leveraging commercial-off-the-shelf (COTS) technology for the Department of Navy (DON). This is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with NAICS Code 541511 (Custom Computer Programming Services) and a size standard of $34.0 million. The acquisition will be awarded as a single firm-fixed price contract.

The primary deliverables include Task 1 (VR Software Development), which requires development and delivery of VR training content within one year of contract award incorporating step-by-step procedures, real-time misstep detection, interactive control simulations, pass/fail scoring, troubleshooting scenarios, and multi-user capabilities for 4-5 simultaneous users. Task 2 (VR Hardware) mandates delivery of five HTC Vive Focus Vision VR headsets (or equivalent) that are TAA-compliant, DoD-approved, equipped with AES-256 encryption, separately managed login accounts, and complete operational manuals and accessories. Optional Year 1 (Task 3) includes cloud solution setup with FedRAMP and DoD PA approvals for CUI-level data, while Optional Year 2 (Task 4) covers annual maintenance for headsets and software updates plus networking support. The contractor must conduct site visits to PHNSY&IMF to gather requirements, obtain physical specifications of the Turbine Marine Inc. Model 450-480VAC gas turbine generator, and interview subject matter experts. The period of performance is one year base plus two one-year options, with performance location at the contractor's facility and mission location at Pearl Harbor Naval Shipyard, Hawaii. Key requirements include CMMC Level 2 (Self) compliance, U.S. citizenship verification for all personnel, background security clearances for base access, and compliance with Section 508 accessibility standards and cybersecurity protocols for Controlled Unclassified Information (CUI).

2. Contract or Task Order Title. Virtual Reality Training for a Gas Turbine Generator

3. Background: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is developing its workforce in surface ship and submarine repair and maintenance. Elevating technical competence through training directly enhances shipyard capability, operational efficiency, and safety.

4. Objectives: PHNSY&IMF requires a Contractor to develop and build a Virtual Reality (VR) training system leveraging commercial-off-the-shelf (COTS) technology for the use of a gas turbine generator. The Contractor shall deliver this system, complete with instructional animations to maximize and improve operational readiness and maintenance capabilities across all platforms. The VR animations must be user-driven and built according to specifications in the PWS.

5. Scope: The Contractor shall provide all management, labor, transportation, tools, and equipment for the delivery of the VR hardware and VR software training system solution identified in the PWS. The delivery of the software training system must be completed by 1 year after contract/TO. Annual software and hardware maintenance for the system is required.

6. Performance Requirements.

6.1 Task 1 - VR Software Development (Training Instructions)

The Contractor shall:

6.1.2 Subtask 2: Gather system requirements, develop the architecture, design, integrate and test software modules and field the software for use by the PHNSY&IMF user community.

After award, Government will provide training information regarding procedures and other instruction requirements. Documentation and other resources for the gas turbine generator will be provided to the Contractor. The turbine parts are not digitized. The assumption is that the Contractor will collect what they need to create the VR training system from Government. The intent is to supplement current training.

For security reasons, the native headset, standalone network configuration is preferred for configuration since it does not require a connection to an attached workstation; a tethered-workstation or wireless-streaming is not required.

Contractor shall:

a. Provide at least one (1) visit to PHNSY&IMF to facilitate software development. During development, Contractor may conduct a site visit to obtain physical requirements of the Gas Turbine Generator and interview Government Subject-Matter Experts (SME). Prior to visit, Contractor shall coordinate with the Government on the visit.
