About this opportunity
The Naval Facilities Engineering Command (NAVFAC) Atlantic, part of the Department of the Navy, has issued a Special Notice regarding their intent to award a sole source contract to the National Fire Protection Association (NFPA) for specialized fire protection training services. The notice announces plans to procure virtual instructor-led training courses focused on fire sprinkler system installation and design based on NFPA 13 standards, as well as training on stationary pump installation for fire protection following NFPA 20 standards. The training will be delivered through Microsoft Teams for the instructor-led sessions and online for the self-paced component. This contract falls under NAICS code 611430 for Professional and Management Development Training and is classified as a large business procurement with a small business size standard of $15 million.
The primary purpose of this Special Notice is to inform the contracting community of NAVFAC's intent to award without competition, while providing an opportunity for interested parties to demonstrate how competition could benefit the government. The sole source justification is based on NFPA being the exclusive developer and publisher of the relevant industry safety standards, making them uniquely qualified to provide training that meets the required technical proficiency standards. Interested contractors have until 3:00 PM Eastern Time on July 21, 2025, to submit statements of capabilities demonstrating how competition would be advantageous to the government. The training requirements include two 4.5-hour daily virtual sessions over five consecutive business days for 25 attendees each, plus one self-paced online training series accommodating 80 licenses. If no responses are received by the deadline, NAVFAC will proceed with the sole source award to NFPA without further notice, and the government will not provide reimbursement for any preparation or submission costs incurred by responding parties.
