About this opportunity
The Department of the Air Force Pacific Air Forces (PACAF) has issued a Special Notice for a Virtual Industry Engagement Event focused on the Fiscal Year 2025 Construction portfolio for the 718th Civil Engineer Squadron. The event will be held virtually on May 15, 2025, from 10:00 AM to 11:00 AM Japan Standard Time (JST) using Microsoft Teams. The notice covers three significant construction projects at Kadena Air Base in Okinawa, Japan, with anticipated contract awards ranging from $10 million to $50 million. These projects include repairing water lines around the airfield, renovating the SOW Ops Facility (Building B3524), and converting a former elementary school into an administrative facility. The 18th Contracting Squadron is hosting this engagement to provide detailed insights into the upcoming solicitations planned for release in late May 2025.
Contractors interested in participating must register by submitting their company name and attendee names to the specified points of contact (Hana Machida and SrA Sierra Mueller) by 1:00 PM JST on May 14, 2025. The primary objective of the event is to engage industry stakeholders and outline the two-phase source selection process for upcoming construction solicitations. There are no specific set-asides for this opportunity, making it open to both prime and subcontractors. The government plans to use a design-build contracting method, with an initial Request for Qualifications (RFQ) phase where contractors will be evaluated on technical approach, qualifications, and past performance. Up to three most highly qualified contractors will be selected to submit detailed proposals in the second phase, with a tentative award timeline targeting mid-July 2025. Contractors are advised to assemble qualified design-build teams, review Planning Charrette Reports, confirm bonding capacity, and monitor SAM.gov for updates.
