About this file

The file is a PowerPoint presentation detailing the Team Kadena Construction Vendor Engagement for Fiscal Year 2025, focusing on three major design-build construction projects at Kadena Air Base. The government plans to use two-step design-build selection procedures for projects including: 1) Repair Water Lines Around Airfield (Phase II), with a magnitude between $25-100 million, 2) Repair SOW Ops Facility (B3524), also with a $25-100 million magnitude, and 3) Repair/Convert Admin Swing Space (B2261), with a $10-25 million magnitude. Additionally, there are seven smaller spalling repair projects ranging from $1-10 million.

The acquisition strategy involves a phased approach with a Request for Qualifications (RFQ) in late May 2025, where contractors will be evaluated on technical approach, qualifications, and past performance. Up to three most highly qualified contractors will be selected to submit detailed proposals in Phase II. The government has reserved over $150 million to support these projects, with a greater than 80% certainty of funding. The solicitation will be posted on SAM.gov, with Phase I responses due within 30 days of posting, and a tentative award timeline targeting mid-July 2025. Contractors are advised to assemble qualified design-build teams, review Planning Charette Reports, confirm bonding capacity, and monitor SAM.gov for updates.
