About this opportunity

The U.S. Coast Guard's Program Executive Office - Shore published this Special Notice to announce a Virtual Industry Day for the third generation Regional Multiple Award Construction Indefinite Delivery Indefinite Quantity Contracts (RMACC III). The virtual event was held on July 29, 2025, from 2:30-3:30 p.m. ET to provide interested vendors with an overview of USCG infrastructure needs and planned procurement across 10 geographic regions. The Notice covers construction services throughout the 50 United States, Puerto Rico, Guam, and the U.S. Virgin Islands under Design-Build and Design-Bid-Build contract structures. Each region has specific small business set-aside designations including 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, and Total Small Business categories. The Coast Guard collaborated with the Department of Homeland Security's Office of Small & Disadvantaged Business Utilization to facilitate vendor matchmaking opportunities.

The primary objective of this Notice is to engage small businesses in construction and related services sectors to participate in the RMACC III procurement, which has an aggregate capacity of $4 billion over a potential seven-year performance period. Following the Industry Day, the Coast Guard scheduled a Vendor Outreach Matchmaking Event (VOME) for September 10, 2025, to facilitate business-to-business connections for subcontracting and teaming arrangements. Eligible contractors must be capable of performing general construction services as prime or subcontractors under specific NAICS codes including Construction (23), Construction of Buildings (236), Heavy and Civil Engineering Construction (237), Specialty Trade Contractors (238), construction equipment rental services (532), architectural and engineering services (541), and waste management services (562). The program aims to support small businesses through teaming opportunities, capability development, and potential participation in DHS Mentor-Protege relationships while addressing real property repairs, maintenance, construction, demolition, historical restoration, and remediation needs across the Department of Homeland Security and Coast Guard areas of responsibility.
