About this opportunity
The U.S. Army Corps of Engineers, Alaska District, issued a Special Notice on March 31, 2026, announcing the cancellation of solicitation W911KB26RA019 for indefinite delivery architect-engineer services at Joint Base Elmendorf-Richardson, Alaska, due to a change in mission glide path. The agency will announce a potential subsequent requirement in the future with a lower dollar threshold and scope limited to Alaska and the USACE Alaska District.
Prior to cancellation, the acquisition was structured as seven firm-fixed-price IDIQ contracts with a combined $600 million capacity over a five-year ordering period and two-year option. The solicitation was unrestricted—open to all firms regardless of size—and task orders were anticipated to range from $25,000 to $75,000,000, with a minimum guarantee of $3,500 per contract. Awards had been expected in the first quarter of Fiscal Year 2027.
Required services encompassed multi-discipline architect-engineer work including design of new structures, renovations, utility infrastructure, master planning, energy analysis, landscape architecture, and construction phase support. Firms were required to demonstrate expertise in cold region design (ASHRAE Climate Zone 7), capability to store and evaluate SECRET-level classified materials, and proficiency in Building Information Modeling, Revit, AutoCAD, and specialized software. Key personnel at principal or project manager level needed secret clearance; other personnel could obtain clearance when needed for specific task orders. The contract mandated CMMC Level 2 certification prior to award.
A virtual industry day was held on April 14, 2026, at 10:00–11:00 AM Alaska time to provide status updates and conduct a question-and-answer session. Official answers to industry day questions were posted on sam.gov.
