The U.S. Army Corps of Engineers, Alaska District, is seeking to establish seven (7) firm-fixed-priced indefinite delivery contracts with a combined capacity of $600 million over a five-year ordering period with a two-year option. The solicitation is unrestricted and open to all firms regardless of size. Task orders are anticipated to range from $25,000 to $75,000,000, with a minimum guarantee of $3,500 per contract. Awards are expected in the first quarter of Fiscal Year 2027. The virtual industry day meeting was scheduled for April 14, 2026, from 10:00-11:00 AM Alaska time to provide status updates, discuss anticipated projects, and conduct a question-and-answer session.
The contract requires multi-discipline AE services including design of new structures, renovations, utility infrastructure, master planning, energy analysis, landscape architecture, and construction phase support. Firms must demonstrate expertise in cold region design (ASHRAE Climate Zone 7), possess the ability to store and evaluate classified materials at the SECRET level, and have capabilities in Building Information Modeling, Revit, AutoCAD, and various specialized software. Primary selection criteria emphasize professional qualifications (with required disciplines including architects and mechanical, electrical, fire protection, geotechnical, civil, and structural engineers with 10 years post-degree experience and secret clearance), specialized cold regions experience, past DOD performance, capacity for three simultaneous task orders, and locality knowledge. Secondary criteria include geographic proximity, small business participation, and recent DOD contract volume. Firms must register in SAM, obtain a NIST score in the Supplier Performance Risk System (mandatory for responsibility determination), and achieve CMMC Level 2 certification prior to award.

In addition, no projects are yet authorized. This solicitation does not guarantee work to the selected firm(s). Award of the contracts are anticipated for the first quarter of FY 27. Virtual interviews will be held with all of the most highly qualified firms.
A Minimum Guarantee amount of $3,500 will apply to each contract.
To receive award contractors must be registered in the System for Award Management (SAM).
Register via the SAM Internet site at https://www.sam.gov/SAM/. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. Firms are also required to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS). The NIST score is a MANDATORY responsibility item. Those without a NIST score in SPRS will be deemed NON-RESPONSIBLE and will not be eligible for award. The government will only transmit contract documents to contractors that have the Cybersecurity Maturity Model Certification (CMMC) level required in DFARS 252.204-7021. The CMMC level required by this solicitation is: CMMC Level 2 (Self) (prior to 10 NOV 2026); CMMC Level 2 (C3PAO) (as of 10 NOV 2026). This CMMC level or higher (see 32 CFR Part 170) is required prior to award for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract.
This District currently has contracts in place for like services. The allocation of requirements to each of these contracts will be based on the assessment of best value for the Government, and may include an assessment by the Government of any or all of the following factors:

The Contracting Officer will issue a TORN to all firms in the pool. A simplified TORN will be used when the selection board has sufficient information in the existing SF 330s to determine the most highly qualified firm to perform the task order requirement and supplemental information is not needed. A request for supplemental information may be used when the available information within the existing SF 330s is insufficient to determine the most highly qualified A-E firm to perform the task order requirement. the greater the participation, the greater the consideration. In Section H, Part I, SF 330, provide a description of the prime and any subcontractor’s affiliation as a small business. The extent of small business participation will apply to the base contract to establish dollars and percentages based on the MATOC capacity. The established dollars are to be identified in the Small Business Subcontracting Plan (required to be submitted by large businesses in their fee proposal if selected for negotiations). Other than US Small Businesses may achieve their proposed Small Business participation commitments through subcontracting to Small Businesses. Small Businesses may achieve their proposed Small Business participation commitments through their own performance/participation as a prime or through a joint venture, teaming arrangement and subcontracting to other Small Businesses.
