About this opportunity
This solicitation seeks proposals for a cost-plus-fixed-fee completion form contract to implement a Violence Prevention and Reduction Activity in Mexico. The purpose is to strengthen municipal governments' and communities' capacity to resolve local crime and violence through preventative civic justice and policing aligned with Mexico's National Policing and Civic Justice Model. The United States Agency for International Development (USAID) Mission in Mexico intends to award a cost plus fixed fee completion type contract to implement the Violence Prevention and Reduction Activity (PREVI).
The purpose of this Contract is to strengthen the capacity of municipal governments and communities to effectively resolve and mitigate local crime and violence by shifting the focus away from punitive justice to preventative and proactive civic justice and policing consistent with the Government of Mexico (GOM)’s Modelo Nacional de Policía y Justicia Cívica (National Policing and Civic Justice Model). Through this approach, local authorities, in particular law enforcement first responders, will build trust with citizens, while generating information that can be shared with state prosecutors to better target and allocate criminal justice system resources. The Activity will also facilitate the replication of evidencebased, youth-targeted crime and violence prevention approaches by GOM and other local stakeholders to reduce the recruiting base for transnational criminal organizations (TCOs) and their subsidiaries and prevent the escalation of violence.
