1. Section L.9. Part 2 – “Proposed Costs/Prices”, delete paragraph (3) “Budget Narrative” and replace it with the following:

“(3) Budget Narrative - The Offeror must submit a detailed budget narrative that supports item for item of the cost estimates proposed in its detailed budget. The budget narrative must describe the nature of individual cost items proposed and include a description of the source of that particular cost estimate (historical experience with the cost item, catalogue price, vendor price quotes, etc.). Narratives for the individual cost items must provide a discussion of any estimated escalation rates where applicable. Estimated costs proposed to exceed ceilings imposed by USAID or Federal procurement policy must be fully explained and justified. Offerors must submit the following information:

● Organization’s TIN and DUNS number.

● Required certifications, assurances, and other statements as required in Section K, and sign and date on the last page in the space provided.

● A copy of the most recent Negotiated Indirect Cost Agreement for the prime and all proposed subcontractors (if applicable).

● Signed Contractor Employee Biographical Data Sheets (USAID New Form 1420-17) for all the identified key personnel”

2. Section L.9. Part 2 – “Proposed Costs/Price”, paragraph 4 “Budget Elements”, delete first paragraph of Section A.

Salaries and Wages and replace it with the following:

“(A) Salaries and Wages. FAR 31.205-6, AIDAR 732.205-46 and AIDAR 752.7007 provides for compensation for personal services. Direct salary and wages must be proposed in accordance with the Offeror’s personnel policies and meet regulatory requirements. For example, cost of long-term and short-term personnel should be broken down by daily rate.

EBDs must be included for all identified key personnel. Salaries for home office short term technical assistance (STTA) should be included in this line item.”

3. The answer to Question No. 2 included in the Questions and Answers document in Amendment 6 is modified to read as stated in Attachment No. 1 to this Amendment.
