1 When are all questions for the procurement due?

SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS
4 Please confirm that the Violence Prevention and Reduction Activity is a five-year activity (Section B.4, B.9, Section L.9(1)) instead of a four-year activity (Section L.8.C.1, first paragraph).
USAID/Mexico confirms this is a four-year activity per Section L.8.C.1.

5 We request a time sensitive clarification, as it affects Offerors’ ability to respond to USAID/Mexico’s requirements. The cover letter of the solicitation indicates that the period of performance of the contract is five years, however, Section F.9 indicates a period of performance of four years. Could USAID please clarify the period performance on beta.sam.gov as soon as possible, to give Offerors time to design solutions for the right period of performance

6 Can USAID please confirm that the DCOP would not need a higher degree beyond university and clarify that the “related fields” requirement includes fields such as operational management and engineering?
USAID/Mexico confirms that the DCOP must have, at minimum, a University degree in a related field such as Law, Social Work, Criminal or Juvenile Justice, Public or Business Administration, International Relations. A higher degree (e.g. Masters, Ph. D) is preferred but not required.

Past Performance
We request a time sensitive clarification, as it affects Offerors’ ability to respond to USAID/Mexico’s requirements. Section L.8, A. General states that the Past Performance Information is not to exceed 5 pages. However, Section L.8, Section 3) Past Performance states that the Past Performance Summary Charts are not to exceed 5 pages. Can USAID please confirm that the 5-page limit applies only to Part Performance Summary Charts and does

Such additional performance information may exceed the five-page limit.

As the RFP states that this information must be submitted "no later than two weeks prior to submission of the proposal", the clarification is time sensitive. Could USAID please clarify the length and content of the Past Performance section on beta.sam.gov as soon as possible?
8 Please confirm that the prime and major subcontractors may each include up to three of the most recent and relevant contracts, grants, or agreements in the Summary Chart of Past Performance.
USAID/Mexico confirms that the prime and each major subcontractor as defined in Section L.8.C may include up to three of the most recent and relevant contracts, grants, or agreements in the Summary Chart of Past Performance. The five-page limit applies to the prime. An additional five-page limit will apply for each major subcontractor.
9 Please clarify if Past Performance information regarding problems, quality awards or certifications, and Performance in Using Small Business Concerns should be submitted with the Summary Chart of Past Performance two weeks prior to submission of the proposal or with the proposal on March 25.
USAID/Mexico confirms that all documentation related to Past Performance must be submitted two weeks prior to the submission of the proposal. Past Performance includes Past Performance Summary Charts as well as additional performance information regarding problems, quality awards or certifications, and Performance in Using Small Business Concerns.
10 We are seeking clarification ahead of the question submission deadline regarding the Past Performance Annex. As the Past Performance Information is required to be submitted two weeks prior to the submission due date per Section L.8.C.3, we respectfully ask if USAID could confirm that the 5 page limit for Past Performance Information only applies to the requested Past Performance Summary Charts and is not inclusive of additional information requested under the Past Performance annex?

11 As Past Performance Information is due so quickly (according to page 169, Section L.8.C.3, “no later than two weeks prior to submission of the proposal”), we respectfully submit the following questions today:
