SECTION L – INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS

1 Can USAID please confirm that the DCOP requirement for 4-years of leadership experience can include either USAID or other donor-funded leadership experience?

USAID confirms that the required relevant experience for both the COP and DCOP can include either

USAID or other donor-funded leadership experience.

2 Can USAID please provide clarification on whether alternate candidate CVs for each Key

Personnel position will need to be provided after award?

USAID confirms that the Offerer must submit CVs for each Key Personnel candidate and alternate after award for all positions.

The CV for the COP & DCOP are the only two that should be submitted with your proposal (see more details below):

Per Section L.8.C.2 Personnel and Management

Approach (pg. 168):

“Offeror must certify that the names and CVs of personnel to fill these key roles will be submitted by the Offeror for Contracting Officer approval within five business days of the date of award. The successful contractor must be ready to provide a primary and at least one alternate for each key position.”

Furthermore, per Amend 3, Q#35:

USAID confirms that at time of proposal submission:

The Offeror must include:

a) Signed Contractor Employee Biographical

Data Sheets are required only for primary candidates for the two identified Key

Personnel positions of Chief of Party and

Deputy Chief of Party.

b) Offerors are required to include salaries and associated allowances, if applicable, for primary candidates within the Cost Proposal.

They are not required to include any references to alternate candidates in the Cost

Proposal.

c) EBDs must be submitted for all identified staff at the moment of submission of the cost proposal.

d) The only identified Key Personnel in the solicitation are Chief of Party and Deputy

Chief of Party. As such, the Offeror should include as part of its proposal a statement signed by all individuals proposed as key personnel for Chief of Party and Deputy Chief of Party only, confirming their present intention to serve in the stated position and their present availability to serve for the term of the proposed contract.
