About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10, issued a Notice of Intent to Sole Source on February 3, 2026, for the procurement of a Video System Center at the Louis Stokes Cleveland Department of Veterans Affairs Medical Center in Cleveland, Ohio. The VA intends to award a contract to Olympus America, Inc., located in Center Valley, Pennsylvania, under Federal Supply Schedule authority for the acquisition of Olympus CV-1500 Video System Centers, OEV321UH UHD 4K monitors, and OEM power components. The sole-source justification is based on compatibility requirements with the VA's existing Olympus-based endoscopy infrastructure that is essential for continuity of care and clinical accuracy. Market research determined that alternative manufacturers' video system centers are incompatible with existing Olympus systems and would require replacement of current equipment and staff retraining. This Special Notice allows interested vendors an opportunity to submit capabilities information to demonstrate whether the procurement should proceed competitively.
Interested vendors must submit capabilities information by Tuesday, February 10, 2026, at 5:00 PM EST to rachelle.hamer@va.gov with the subject line "RFQ 36C25026Q0284| Video System Center" to be considered for the contract opportunity. Submissions must include point of contact information, business name and address, business size documentation using NAICS code 334510 with a size standard of 1,250 employees, socio-economic category, relevant contract numbers, capability statements or brochures, SAM UEI number, delivery timeframe in days after receipt of order, country of manufacture, and confirmation of OEM or distributor status. Contractors in the Surgical and Medical Instrument Manufacturing industry with experience in medical imaging equipment are eligible to participate. No formal solicitation is currently available, and all submitted information will be provided to the Government at no cost or obligation, allowing the VA to evaluate whether competitive bidding is warranted based on vendor capabilities.
