About this file
This is a Notice of Intent to Sole Source for the procurement of a Video System Center by the Department of Veterans Affairs, Louis Stokes Cleveland Department of Veterans Affairs Medical Center (CLE VAMC) in Cleveland, Ohio. The VA intends to award a contract to Olympus America, Inc., located in Center Valley, Pennsylvania, under Federal Supply Schedule (FSS) authority. The procurement involves the acquisition of Olympus CV-1500 Video System Centers, OEV321UH UHD 4K monitors, and OEM power components (AC-300MD). The justification for sole-source procurement is based on compatibility requirements with the VA's existing Olympus-based endoscopy infrastructure, which is essential for continuity of care, clinical accuracy, and long-term system sustainment. Market research conducted through GSA eLibrary, the VA National Acquisition Center, SEWP, FPDS, SAM.gov, and the Small Business Search database determined that alternative manufacturers' video system centers are incompatible with existing Olympus systems and would necessitate replacement of current equipment, additional interfaces, staff retraining, and potential workflow disruption.
The VA is soliciting capabilities information from interested vendors by Tuesday, February 10, 2026, at 5:00 PM EST to determine whether to conduct the procurement on a competitive basis. Respondents must provide their point of contact information, business name and address, business size (NAICS code 334510 with a size standard of 1,250 employees), socio-economic category, relevant contract numbers, capability statements or brochures, SAM UEI number, delivery timeframe in days After Receipt of Order (ARO), country of manufacture, and confirmation of OEM or distributor status. The solicitation number is 36C25026Q0284. All inquiries and capability submissions must be emailed to Rachelle Hamer at rachelle.hamer@va.gov with the subject line "RFQ 36C25026Q0284| Video System Center." No formal solicitation is currently available, and all submitted information will be furnished at no cost or obligation to the Government.

SPECIAL NOTICE
NOTICE OF INTENT TO SOLE SOURCE
Vido System Center
The Department of Veterans Affairs, The Louis Stokes Cleveland Department of Veteran Affairs Medical Center (CLE VAMC), 10701 East Boulevard, Cleveland, Ohio 44106 intends to solicit and negotiate with brand name only under the authority of RFO 8, “Limited sources justification and approval.” The NAICS code is 339112 with a small business size standard of 1,250. The VA intends to solicit and negotiate with Olympus America, Inc., 500 Corporate Parkway, PO BOX 610, Center Valley, PA 18034 for a video system center.
The Cleveland Veterans Affairs Medical Center (VAMC) utilizes Olympus endoscopy video system equipment to support clinical visualization and procedural imaging operations across multiple care areas. The attached quote reflects the acquisition of Olympus CV-1500 Video System Centers, OEV321UH UHD 4K monitors, and required OEM power components, all of which are fully compatible with the VA’s existing Olympus-based infrastructure and standardized workflows. These OEM systems provide high-resolution imaging, seamless system integration, and manufacturer-supported reliability that is essential for continuity of care, clinical accuracy, and long-term sustainment. Procuring the identified Olympus equipment ensures interoperability with existing platforms, eliminates the need for alternate or duplicative systems, and maintains compliance with current VA technical and clinical requirements.
Olympus America, Inc. is the only vendor capable of providing the required video system center components at the level of quality and compatibility required to meet the Cleveland VAMC’s clinical needs, both under the Federal Supply Schedule (FSS) and in the open market. The CV-1500 Video System Center, OEV321UH UHD monitors, and AC-300MD power components are Original Equipment Manufacturer (OEM) products designed to function as an integrated system with existing Olympus endoscopy platforms currently deployed at CLE VAMC.
The Medical Service requires equipment that is fully compatible with the existing Olympus-based endoscopy infrastructure to ensure continuity of care, maintain clinical image quality standards, and avoid disruption to established procedures and workflows. Market research determined that alternative manufacturers’ video system centers are not compatible with the existing Olympus systems and would require replacement of current equipment, additional interfaces, retraining of clinical staff, and potential workflow interruption. As such, these alternatives would not meet the Government’s minimum requirements.
Market research conducted through GSA eLibrary, the VA National Acquisition Center (NAC), SEWP, FPDS, SAM.gov, and the Small Business Search (SBS) database did not identify any other vendors—either on an FSS contract or in the open market—authorized or capable of providing the required Olympus video system center equipment. Olympus America, Inc. confirmed that it supplies this equipment directly as the OEM and does not utilize authorized distributors for these products.
