About this opportunity

The Department of the Air Force Air Combat Command has published a Special Notice for a VICADS Health Check opportunity through the 55th Contracting Squadron at Offutt Air Force Base. This notice pertains to a sole-source contract award to Prometheus Security Group Global for conducting a comprehensive health assessment of the USSTRATCOM Vindicator Alarm/Access Control System and VICADS Assessment system. The contract is valued at $38,348.76 and will be awarded as a Firm Fixed Price agreement through GSA Schedule 47QSWA18D000Z. The work involves deploying system engineers to perform a detailed technical review of the security systems currently protecting critical infrastructure at the strategic command facility. The notice was posted on September 26, 2025, following an unsuccessful Sources Sought period that received zero responses from potential contractors.

The primary objective of this health assessment is to identify system abnormalities, evaluate current configurations, and provide solutions to ensure operational continuity until future software upgrades can be funded. System engineers will conduct a "Deep Dive" technical review covering system anomalies, memory capacity issues, inoperative camera solutions, hardware compliance, and access control groupings, culminating in a detailed report with recommended solutions within 30 days of the site visit. The contractor must deploy two technicians certified in program management who will also provide on-site refresher training to local Emergency Security System technicians and deliver findings briefings to STRATCOM and 55th Wing leadership. The contract has a 60-day performance period with a due date of October 26, 2025. This opportunity is limited to Prometheus Security Group Global as the proprietary owner of the VICADS system, with no other certified third-party vendors authorized to maintain the specialized security infrastructure, making this a justified sole-source procurement under federal acquisition regulations.
