About this opportunity
The Department of the Army National Guard seeks Safe Drinking Water Act testing and analysis services at Virgin Islands National Guard facilities, with proposals due September 18, 2026. This is a 100% women-owned small business set-aside.
Place of performance is the U.S. Virgin Islands, with primary administrative oversight and inspection at W7P4 VIARNG Element headquarters in Kingshill, Saint Croix, and testing conducted at multiple facilities across St. Croix and St. Thomas. The contractor must be state certified for drinking water sample collection and analysis per Title 40 CFR Part 141, with all employees holding required licenses and certifications.
Services include monthly bacteria testing (total coliform, fecal coliform, E. coli) conducted on the first Monday, Tuesday, or Wednesday of each month with immediate COR notification and 24-hour retesting upon positive results; special testing for lead, copper, nitrate, inorganics, volatile organics, disinfectant byproducts, and asbestos on an as-needed basis; and quarterly PFAS monitoring for six regulated compounds plus all analytes detected using EPA Method 533. All results must be submitted to the Virgin Islands Department of Planning and Natural Resources and the COR within specified timeframes. The contract covers a 12-month base period with four 12-month option periods and one 6-month extension option, running from September 30, 2026, through September 29, 2031. Services are performed Monday through Friday, 0800–1700 hours, excluding federal holidays and facility closures.
Contractor personnel require AT Level 1 awareness training, iWatch training, and OPSEC Level 1 training within 30 days of award. The NAICS code is 541380 and PSC is B533. Evaluation criteria rank technical approach as most important, past performance as second most important, and price as least important. The solicitation incorporates Service Contract Act wage determination for the Virgin Islands (Wage Determination 2015-5715, Revision 27) with minimum hourly rates ranging from $11.42 to $53.73 plus $5.92 per hour fringe benefits.
