About this opportunity
The Department of the Army National Guard seeks hazardous waste disposal services for its Virgin Islands facilities, with proposals due September 22, 2026, and questions due September 11, 2026. The procurement is set aside 100 percent for women-owned small businesses.
Place of performance encompasses four military facilities in the U.S. Virgin Islands: Estate Bethlehem Military Compound, Army Aviation Operation Facility (Blair Hanger), and Sprat Hall Facility on St. Croix, and Estate Nazareth Military Compound on St. Thomas. Services are performed Monday through Friday, 0800–1700 hours, excluding federal holidays and government-directed facility closures.
The contractor must possess an EPA Identification Number and ensure all employees hold OSHA Hazardous Waste Operations and DOT Hazardous Material Transportation certifications. All employees must complete Awareness Training Level 1, iWatch training, and OPSEC training within 30 calendar days of employment. The contractor furnishes all personnel, equipment, tools, materials, supervision, and quality control.
The base contract period runs September 30, 2026, to September 29, 2027, with four optional one-year extensions and one optional six-month extension through September 29, 2032. The procurement uses firm fixed-price CLINs covering waste removal on an as-needed basis, estimated at 4–6 pickups annually. The contractor must remove all identified hazardous waste within 15 business days of inventory approval and deliver certificates of disposal within 60 days of transportation. Service Contract Labor Standards wage determinations apply; prevailing wage rates in the Virgin Islands range from $11.42 to $53.73 per hour plus $5.92 per hour fringe benefits. NAICS 562211 applies, with a small business size standard of $165 million.
Evaluation prioritizes technical approach (most important), followed by past performance using CPARS data from the prior three years (marginal or below ratings render offerors unacceptable), and price. Award will be made on a best-value basis. Amendment 0001, effective September 15, extended the due date from September 16 to September 22 and added industry question responses and a past performance questionnaire template. The "Additional Clarifications" document, posted September 18, specifies that Attachment 0005 inventory (except batteries) requires immediate disposal and is priced separately from historical annual volumes, with 1,000 fluorescent tubes comprising approximately 200 two-foot and 800 four-foot units, and 400 non-PCB ballasts.
