About this opportunity

The U.S. Geological Survey Office of Acquisitions and Grants seeks vessel charter services to support sediment coring and seismic data collection offshore southern and central California, with proposals due May 18, 2026, and questions due May 4, 2026. This is a small business set-aside, designated as 100% Women-Owned Small Business (WOSB).

Place of performance is offshore central and southern California in the Palos Verdes Fault region south of Los Angeles, with mobilization and demobilization between San Francisco Bay and San Diego Bay (San Diego preferred). The contract period runs September 1, 2026 through October 31, 2027, with operations consisting of 7 to 10 days at sea plus approximately 3 transit days, subject to availability of funds.

The vessel must be at least 150 feet overall length with minimum 8-knot cruising speed, 14-day endurance, and U.S. Coast Guard certification. Required equipment includes a 12-ton safe working load A-frame with 15-foot vertical clearance, 12-ton winch with 1,500 meters of oceanographic wire rope, 50 feet of clear aft deck space, dynamic positioning or station-holding capability (5-meter accuracy for up to 30 minutes in Sea State 4 or less), 480V three-phase power, refrigerated core storage, and indoor laboratory space. The vessel captain must have at least four years' experience as a Pacific master. The contractor must provide crew, meals, and accommodations for up to 12 personnel conducting 24-hour operations and maintain marine and general public liability insurance with minimum limits of $100,000 per person/$500,000 per occurrence for bodily injury and $100,000 per incident/$500,000 aggregate for property damage.

Pricing is requested on a per-day basis for 7, 8, and 9 operational days including transit, plus lump-sum fuel and mobilization/demobilization costs. Evaluation emphasizes technical capability, experience, and past performance significantly more than price. NAICS code 483113; PSC V124.

The purpose of this amendment is to answer submitted questions and extend RFQ due date until 05/18/2026 1500PST. No additional questions may be accepted.

Contractors are required to sign and return copies to the issuing agency.

Vessel charter per the attached Statement of Work.

This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO FAR Part 15. This announcement constitutes the only solicitation.

The solicitation number is issued as a request for quotation (RFQ) 140G0326Q0094.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated 03/13/2026.
