The vessel captain must have at least four years' experience as a Pacific master. Mobilization and demobilization will occur at ports between San Francisco Bay and San Diego Bay, with San Diego being the preferred port. The contractor must maintain marine and general public liability insurance with minimum limits of $100,000 per person/$500,000 per occurrence for bodily injury and $100,000 per incident/$500,000 aggregate for property damage. Evaluation will emphasize technical capability, experience, and past performance significantly more than price, with offerors required to provide at least two relevant references from the past four years.

STATEMENT OF WORK
The U.S. Geological Survey has a requirement for a vessel to support the collection of long sediment cores via a Jumbo Piston Corer, Vibra Corer, and sub-bottom seismic data collection.
The USGS will provide all equipment, instrumentation and support personnel necessary to obtain the sediment cores. The window of operations is between September 1st 2026 and October 31st
2026, subject to availability of USGS personnel, with some unavailable dates to be determined.
USGS Field personnel will mobilize and load scientific equipment on the vessel up to two days prior to operations. The vessel will transit with the equipment and personnel to the study sites offshore southern and central California. 24 hour operations of varying equipment will take place during 7 to 10 days at sea, not inclusive of transit days. This range (7 to 10 days of on-site operations) depends on availability of funds.
VESSEL OPERATIONAL SPECIFICATIONS TO BE PROVIDED TO USGS
1. Name and detailed description of the vessel to be used under this contract
2. Name, proof of U.S Coast Guard license, and description of experience of the Captain and all bridge officers.
3. Contract vessel shall have marine and general public liability insurance with limits of liability for:
a. Bodily Injury of not less than $100,000 for each person and $500,000 for each occurrence
b. Property damage of not less than $100,000 for each incident and $500,000 in aggregate.
c. Proof of insurance shall be provided after contract award.
PLACE OF PERFORMANCE:
Offshore central California (Image 1 outlined in yellow).
Palos Verdes Fault, located south and offshore of Los Angeles (image 2)
PERIOD OF PERFORMANCE: Up to 10 working days with 3 days of transit that will take place during September 2026 - October 2027.
VESSEL REQUIREMENTS
1. The vessel shall be fully licensed by the U.S. Coast Guard as required by law and shall have passed all appropriate U.S Coast Guard requirements for safety and seaworthiness.
2. The vessel shall be equipped with radar, depth sounder, EPIRB, safety equipment, medical kit, current nautical charts, and GPS navigation.
3. The vessel shall be at least 150 feet overall length with a working deck, a cruising speed of at least 8 knots and an endurance of at least 14 days.
4. The vessel must be able to accommodate up to 12 USGS and contract personnel for 24-hour operations.
5. Three meals per day will be provided for USGS and contract personnel. The intended work will require odd working hours and, thus, flexibility in meal times and provision of snack food throughout the day. Breakfast and lunch may be either hot or cold meals, but dinner
140G0326Q0094 Page 6 of 13 must be a hot meal. Meals must be well balanced, nutritious, palatable and varied. If special dietary needs (e.g., low-sodium, vegetarian, diabetic, etc.) are required, USGS will notify the contractor at least 10 days prior to scheduled departure of the nature and number of special dietary requirements.
6. The vessel captain must have at least four years of experience as vessel master in the
Pacific.
7. Mobilization of the vessel shall take place at a port of the ship’s choice between the San
Francisco Bay and San Diego Bay that is sufficient to load and off-load from a flatbed truck, including access to crane operations. The preferred port is San Diego.
8. Demobilization of the vessel shall take place at a port of the ship’s choice, with preference being San Diego Bay.
9. The vessel must be equipped with appropriate systems and equipment redundancy to ensure successful completion of mission and/or safe return to port in the event of equipment failure at sea.
10. The vessel must have sufficient deck space each leg for the storage, deployment and recovery of a Jumbo-Piston-Corer (JPC) track, head-weight, core barrels and liner and sub-samples. Vessel shall be equipped with handling gear, work-space and equipment with the following minimum specifications for each of the below operations:
Jumbo-Piston-Corer (JPC) and Vibra-Corer
A-Frame: 15 ft vertical clearance, 12-ft horizontal clearance, 12-Ton SWL
Winch: 12-Ton SWL with tension and line-out monitoring
Wire: 12-ton SWL, 1500 meters 9/16”- 3-strand torque-balance oceanographic wire rope
(MacWhite or equivalent)
Deck: 50’ of clear aft deck measure forward from the stern (this can trend off-centerline from the fantail)
Auxillary winch: hydraulic/pneumatic winch on working deck forward of JPC track
Dynamic Positioning or ability to hold station for 5 minutes in Sea State 4 or less
Power 480 V 3-phase power
Seismic tows - Deck space, handling gear and power to accommodate:
Chirp 516i tow Fish: 62"x50"x19" x 650 lbs
Acquisition Deck Unit: 110VAC, 8 A
11. The vessel shall have sufficient storage on deck for up to 750 meters of 1 to 1.5-meter core samples, stored vertically in wire baskets
12. Refrigerated storage sufficient to build at least one 4’ x 4’ wire basket to store sediment cores
13. Indoor lab space
14. The vessel must be capable of reliably holding station over core sites with 5-meter accuracy for up to 30 minutes.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: trade-off. The contract award will be based upon the following non-price or cost-related evaluation factors: Technical Capability, Experience, Past Performance, and Price, with experience, past performance and technical capability being SIGNIFICANTLY MORE important than price.
(1) Technical Capability – In order to be technically acceptable, offerors must submit sufficient documentation, demonstrating their ability to meet or exceed all requirements outlined in the Statement of Work. The Government reserves the right to award without discussion. In evaluating capability, we will review your work plan and consider such things as availability of equipment and personnel, availability to work and to meet the overall project timeline, contingency planning, etc.
(2) Recent and relevant experience will be evaluated with preference given to work with federal agencies.
(3) Past Performance – relevance and recent. Offerors shall provide at least two (2) references for prior similar services performed by the offeror in the past four (4) years, including contract number (if applicable), name of contact, phone number and/or email address. A description of the prior service must be provided and shall be in sufficient detail as to demonstrate the offeror’s experience.
It is the prospective contractor’s responsibility to submit sufficient information to allow a meaningful evaluation in each of these areas. Failure to do so will negatively impact our evaluation of your quotation.
We will select for award the prospective contractor whose quotation conforming to this solicitation will be most advantageous to the USGS.

(a) Definitions. As used in this clause—
Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. (42 U.S.C. 6903).
Sustainable products and services means products and services that are subject to and meet the following applicable statutory mandates and directives for purchasing:
(1) Statutory purchasing programs.

(b) Requirements.
(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.
(2) The Contractor shall ensure that the sustainable products and services required by this contract are—
(i) Delivered to the Government;
(ii) Furnished for use by the Government;
(iii) Incorporated into the construction of a public building or public work; and
(iv) Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor’s general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of
Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.
(3)(i) Except as provided in paragraph (b)(3)(ii) of this clause, sustainable products and services must meet the applicable standards, specifications, or other program requirements at time of quote or offer submission; and
(ii) Sustainable products and services must meet the EPA Recommendations of Specifications, Standards, and
Ecolabels in effect as of October 2023.
(c) Resource. The Green Procurement Compilation (GPC) available at https://sftool.gov/greenprocurement provides a comprehensive list of sustainable products and services and sustainable acquisition guidance. The Contractor should review the GPC when determining which [statutory] purchasing programs apply to a specific product or service.
Electronic Invoice and Payment Instructions – Invoice Processing Platform (IPP) (Feb 2021)
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice
Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable
Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-
Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the
IPP invoice: invoice.
The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The
Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the
Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
GS0231 Technical liaison – Technical Clarification (Dec 2024)
a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully

(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the
Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.

1452.228-70 Liability Insurance—Department of the Interior (Jul 1996)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$100,000.00 each person
$500,000.00 each occurrence
$100,000.00 property damage
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
GS 1131 Unilateral Deobligation (May 2013)
The contractor shall submit all invoices under this award no later than ninety (90) calendar days after the period of performance has expired, unless a request for extension has been submitted to, and granted by, the Contracting
Officer. After 120 calendar days have passed after the expiration of the period of performance, the Contracting
Officer reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
DOI AAAP-0050 V3 Notice to Contractors
Contractor Performance Assessment Reporting System (December 2015)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in CPARS for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the
Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in CPARS marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through
CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
