About this opportunity

The United States Transportation Command is seeking a Marine Engineering Organization to provide Vessel Architecture services for the Integrated Computerized Deployment System (ICODES) under solicitation HTC71125RE129. The contractor will develop, maintain, and update vessel data for ships within the Military Sealift Command Core Fleet, Navy/U.S. Marine Corps Fleet, Foreign Flag, and Commercial Dry Cargo Ships, with responsibilities including creating ICODES drawings, generating trim and stability data files, performing vessel surveys, and ensuring comprehensive vessel information for load planning. The contract encompasses four primary task areas: Contract Level & Project Management, Vessel Library Sustainment, Ship Library Sustainment Engineering, and Information Assurance. Evaluation will focus on past performance across vessel survey coordination, AutoCAD technical documentation, and vessel stability calculations using CargoMax software. Following Amendment 0001, proposals are due by 12:00 PM CT on June 26, 2025, with questions having been due by June 9, 2025.

This procurement is designated as a total small business set-aside under NAICS code 541511 (Custom Computer Programming Services) with a size standard of $34 million. The contract structure includes a 12-month base period from September 1, 2025 through August 31, 2026, with four additional one-year option periods extending through August 31, 2030, for a total potential five-year performance period. The contractor will be responsible for maintaining approximately 330 ships annually (representing 10% of the fleet), adding approximately 5 new ships per year, and updating around 35 ships yearly. The contract uses a firm-fixed-price structure for most task areas, with travel and other direct costs reimbursed on a time-and-materials basis with not-to-exceed ceiling prices, and the total estimated contract value is $34 million. Performance will primarily occur at the contractor's facility, with remote ICODES system access provided for testing and data management activities.
