MEMORANDUM FOR: ALL OFFERORS
FROM: USTRANSCOM, Directorate of Acquisition, Information Technology (IT) Programs and Support Services Division (TCAQ-D)
SUBJECT: Request for Proposal (RFP), HTC711-25-R-E129, Vessel Architecture
1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented by the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The attached solicitation number HTC711-25-R-E129 is issued as an RFP. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.
3. This requirement is solicited as a total small business set-aside under North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services with a corresponding size standard of $34 million. The Product and Service Code (PSC) is DA01, IT and Telecom – Business Application/Application Development Support Services (Labor).
4. The Government intends to award a single-award, firm-fixed price (FFP) contract. Travel and other direct costs (ODCs) will be reimbursed as Time & Materials (T&M) contract line item numbers (CLINs) with a Not-to-Exceed (NTE) ceiling price established by the Government on an as-needed basis. Clauses, provisions, line items, deliverables, instructions, and additional information are included in the RFP.
5. Vessel Architecture will enable the ICODES Program Management Office (PMO), the ICODES Contractor, and the Vessel Architecture Contractor to create, update, test, and manage the ICODES conveyance models for ships and watercraft in the ICODES Vessel Library. The Vessel Architecture program supports the development and sustainment of the ICODES Program vessel library, ensuring that it remains a critical tool for Department of Defense vessel load planners.
6. The anticipated period of performance (PoP) for the base period is 01 September 2025 through 31 August 2026, and four one-year option periods ending 31 August 2030. The primary place of performance will be at the contractor’s facility.
7. Provisions FAR 52.212-1, Instructions to Offerors-Commercial, and FAR 52.212-2 apply to this acquisition. Addenda to 52.212-1 and 52.212-2 also apply. Offerors must include a completed copy of the provision at FAR 52.212-3 (DEVIATION 2025-O0003 and 2025-O0004) with their offer.
8. Clauses at FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services (DEVIATION 2025-O0003 and 2025-O0004), apply to this acquisition.
9. This RFP in not authorization to begin performance and does not obligate the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this RFP. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. The Government reserves the right to cancel this solicitation, without obligation to the contractor. All responsible sources may submit a proposal which shall be considered by the agency. The Defense Priorities and Allocations System (DPAS) rating is not applicable.
10. Questions on the RFP must be received no later than 12:00 PM Central Time (CT) on Monday, 09 June 2025. Questions shall be submitted by email to both the Contract Specialist, Ms. Michelle Chon-Knox at michelle.g.chon-knox.civ@mail.mil, and the Contracting Officer (CO), Mr. Matthew Hellmann, at matthew.j.hellmann.civ@mail.mil. Questions received after this date and time may not be answered. Questions received by this date will be answered and provided to all offerors in the form of an RFP Amendment.
11. Proposals must be received, in accordance with the RFP, no later than 2:00 PM CT on Tuesday, 17 June 2025. Proposals are to be received electronically by email. Your e-mail submission must be checked and determined to be virus-free prior to submission. The proposal shall be submitted by email to both the Contract Specialist, Ms. Michelle Chon-Knox at michelle.g.chon-knox.civ@mail.mil, and the Contracting Officer (CO), Mr. Matthew Hellmann, at matthew.j.hellmann.civ@mail.mil.
