About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a contractor to provide Vertical Transportation Equipment (VTE) Maintenance Services for Naval Station Great Lakes, IL and associated facilities. The contract will be a Firm Fixed Price (FFP)/Indefinite Delivery/Indefinite Quantity (IDIQ) performance-based service acquisition that covers comprehensive maintenance, repair, diagnostic, troubleshooting, and minor construction services for vertical transportation equipment and DDC systems. The Navy will utilize a Lowest Prices Technically Acceptable (LPTA) evaluation methodology, assessing proposals based on four non-price factors: Technical Approach/Management, Corporate Experience, Safety, and Past Performance. Offerors must be technically acceptable across all four factors to be considered, and proposals will be initially screened by price before technical evaluation. Potential contractors are advised that technical inquiries must be submitted in writing to Asia Bracey by 10 days prior to the RFP due date, and the RFP will be electronically posted on SAM.gov around May 15, 2025, with proposals due at least 30 days after posting.
The procurement is specifically designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 238290 with a size standard of $22.0 million. The contract will replace the current N4008519D8305 Elevator Maintenance and Repair Services contract, which expires on January 31, 2026. Contractors must have demonstrated experience with contracts of at least $250,000 yearly value, capable of simultaneously serving multiple customers or installations. The initial contract term will be for one year, with the government retaining options to extend services for up to four additional one-year periods, not to exceed a total of 60 months. Contractors are required to accept government purchase credit cards and purchase FedMall Encrypted software, and must maintain an active registration in the System for Award Management (SAM) database to be eligible for award. The solicitation emphasizes that only registered contractors will receive email notifications about potential amendments, and it is the offeror's responsibility to continually monitor the SAM website for updates.
