About this opportunity
The United States Fleet Forces Command (USFFC), operating under the Naval Supply Systems Command (NAVSUP), is seeking a venue for a Command Center to support the US Navy Marine Corps 250th Birthday celebration. The solicitation requires a facility capable of hosting up to 60 personnel with 24/7 operational capabilities, specifically located in Philadelphia, PA. Key requirements include proximity to vessels at Penn's Landing, a direct sight line to the ex-NJ battleship, and a terrace view of the river for ship parade observation. The Independence Seaport Museum has been identified as the sole source provider meeting these unique specifications. The solicitation is being processed using FAR Part 12 Commercial Items and Part 13 Simplified Acquisition Procedures, with quotes due by January 21, 2025, at 1100 EST. Vendors must be registered in SAM prior to award, and any questions should be directed to specific Navy contract contacts.
The procurement is not set aside for any specific small business category and uses NAICS code 712110 with a small business size standard of $34 million. The venue selected is the Independence Seaport Museum, located at 211 S Columbus BLVD in Philadelphia, PA 19106. The period of performance is scheduled for October 6-16, 2025, covering the NMC250 celebration events. This is a sole-source procurement justified under FAR 6.302-1 as only one responsible source capable of meeting the government's requirements was identified. The contract will be a firm-fixed-price agreement, with the specific award value not explicitly detailed in the solicitation documents. Market research confirmed the museum's unique capabilities to provide the necessary ballroom space and rooftop terrace/balcony area meeting the precise operational and visual requirements for the Navy's command center.
