About this file
This is a Justification for Sole Source document for a simplified acquisition between the micro-purchase threshold and $250K, requesting approval to award to Independence Seaport Museum in Philadelphia, PA without competition. The requirement is for a Command Center facility to support up to 60 United States Fleet Forces Command (USFFC) personnel during the US Navy Marine Corps 250th Birthday celebration.
The sole source justification is based on the unique facility requirements, including 24/7 operations capability, proximity to vessels at Penn's Landing, sight lines to the ex-NJ battleship, and terrace views of the river for the parade of ships. The Independence Seaport Museum, located at 211 S Columbus BLVD, Philadelphia PA 19106, is identified as the only vendor able to meet these requirements with its ballroom space and rooftop terrace/balcony area. The period of performance is October 6-16, 2025. The document cites FAR 6.302-1 (only one responsible source) as the justification basis and requires approval from the NAVSUP Fleet Logistics Center Norfolk Contracting Department.

The United States Fleet Forces Command (USFFC) needs a Command Center in Philadelphia, PA for up to 60 personnel in support of the US Navy Marine Corps (NMC) 250th Birthday. USFFC requires 24/7 operations with close proximity to vessels at Penn’s Landing, a sight line to ex-NJ battleship, and terrace view of river for the parade of ships. The Independence Seaport Museum provides a ballroom for a command center to accommodate the USFFC personnel as well as a rooftop terrace/balcony area that provides visual access to all aforementioned lines of sight.
In conclusion, the requested services represent the minimum requirements of the government.
