About this opportunity
Naval Sea Systems Command (NSWCCD) intends to award a firm fixed price purchase order for Accruent Meridian software migration support and end-user training by August 27, 2026; this award will be made on a Brand Name basis restricted to Accruent as the Original Equipment Manufacturer.
The procurement is issued as a Commercial Simplified Acquisition (FAR Part 12) under reference N00167-26-SIMACQ-CD-89-0011, and this pre-solicitation notice constitutes the only solicitation; no written solicitation will follow. Work is performed at NSWC Carderock Division in West Bethesda, Maryland. The contractor must be the OEM or an Authorized OEM dealer, with all on-site personnel required to be U.S. Citizens. No security requirements apply.
The requirement covers three line items: ten Meridian Term licenses with one year of license maintenance; on-site installation, configuration, and migration of existing software and database to the newest version; and end-user training (in-person or web-based) for Government personnel. Performance extends 12 months from contract award, with work commencing within two weeks of award. The contractor must deliver a Technical Training Plan (CDRL A001, DI-SESS-81958) detailing migration activities and training schedules.
Code 89 has used Accruent Meridian for over 15 years to manage engineering documents and design data for Department 80 Hydro Facilities. A lapsed maintenance contract and hardware failure of the Meridian Server necessitate this action.
Quote packages are due August 27, 2026 at 10:00 EST to kylie.l.cox2.civ@us.navy.mil. Questions close August 24, 2026 at 12:00 EST. Award will be made to the responsible quoter whose technically acceptable quote is most advantageous to the Government based on technical requirements (pass/fail), past performance, and price reasonableness, with no discussions planned.
Notice text
For over 15 years, Code 89 has used Accruent software to store and manage engineering documents and design data related to the Dept. 80 Hydro Facilities. Due to circumstances beyond our control, the previous contract for software maintenance lapsed and our current software version has gone out of date. Additionally, there was a hardware failure of the machine that ran the Meridian Server. We require a vendor to provide ten (10) Meridian Term licenses, and one (1) year of license maintenance. Additionally, provide on-site support for installation, configuration, and migration of existing software, Meridian server, and license server to the newest version and provide end-user training of the new software. This award is to be made on a Brand Name Basis.
