About this opportunity

The Bureau of Land Management (BLM) National Office is soliciting quotations for vehicle upfitting services under Solicitation No. 140L0625Q0047, classified under NAICS 336211 (Motor Vehicle Body Manufacturing). The solicitation seeks qualified contractors to upfit 23 government-furnished wildland fire vehicles with comprehensive modifications including heavy-duty bumpers, emergency lighting systems, cab protection, agency radio prewiring, and optional equipment packages such as canopy systems, inverters, and auxiliary fuel tanks. Contractors must comply with Department of the Interior and National Fire Protection Association (NFPA) 1900 standards while ensuring rigorous workmanship and comprehensive documentation. Evaluation will be based on three factors: Technical capability, Past Performance, and Price, with technical and past performance combined being significantly more important than price. The quotation deadline is November 19, 2025, at 11:00 AM Mountain Time, with all submissions to be directed to Emmett Larson at elarson@blm.gov; the Q&A deadline was extended to October 16, 2025.

This is a 100% small business set-aside contract with a performance period of December 1, 2025, through May 4, 2026. The contractor must deliver the initial batch of finished apparatus within 180 days of chassis receipt and maintain a minimum production rate of five vehicles per month thereafter. Individual vehicle costs range from approximately $29,884 to $92,414 based on the detailed price schedule provided, with total award value dependent on final technical and pricing submissions. The price schedule reflects orders across multiple BLM districts including Nevada, Oregon, California, Utah, Idaho, Colorado, Arizona, and Washington, with specific vehicle specifications for Ford F-250 SuperCrew gas trucks and GM 3500 diesel trucks. Performance will be conducted at the contractor's facility, with chassis delivery and final vehicle delivery coordinated through the BLM National Office at the Denver Federal Center.
